29 _ <br /> this date , Proposal was to change some 26 meters from 2 -hour to 10 -hour <br /> time limits in the Middlefield Parking Lot . <br /> In response to question by Councilman Henderson , City Manager advised <br /> that this change would not affect the hourly rate , which remained five <br /> cents per hour . Councilman Henderson reported a complaint from a citizen <br /> commuter concerning the Southern Pacific lot , that parking had gone from <br /> 250 per day , to 6o¢ per day under a recent change , It was determined <br /> that this change had been authorized some time ago , but only recently <br /> implemented . <br /> There being no communications or further oral discussion , Councilman <br /> Weymouth moved to close the public hearing , seconded by Councilman <br /> Rhodes and carried . <br /> Councilman Williams moved to adopt RESOLUTION NO , 6864 ESTABLISHING <br /> RATED AND TIME SCHEDULES FOR PARKING METER ZONES IN PUBLICLY CONTROLLED <br /> PARKING LOTS ; AND RESCINDING RESOLUTION NO , 68o6 , seconded by Councilman <br /> Norris and carried on roll call vote . <br /> CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> Copy of memorandum from the Planning Director transmitting portion of <br /> Minutes of the Planning Commission relating to consideration of a draft <br /> resolution setting procedures , guidelines and fees for environmental <br /> impact reports was provided to Council , along with the proposed resolution . <br /> City Attorney advised that , on recommendation of the Chief Building <br /> Official , it was suggested that a change be made with respect to the <br /> language on Page 8 ( Paragraph 6 - Categorical Exemptions , (b ) Specific <br /> Exemptions , ( 6 ) . The problem relates to a situation involving remodeling , <br /> repairs , or reconstruction of a building subject to abatement . As now <br /> drafted , it reads , " . . . or remodeling involving 25% or more of the area <br /> of land or space occupied by such structure or building . " He stated <br /> that the terminology is similar , but not the same as guidelines being <br /> implemented by the State , which have not been adopted as yet . Building <br /> Official recommends change to " . , . or remodeling exceeds 25 per cent of <br /> the market value of such structure or building ( for purposes hereof , <br /> "market value " shall be four times the assessed value of the property <br /> as shown on the last equalized assessment roll ) , " <br /> Councilman Norris moved to adopt RESOLUTION NO , 6865 ESTABLISHING <br /> PROCEDURES AND GUIDELINES FOR PREPARATION AND USE OF ENVIRONMENTAL <br /> IMPACT REPORTS , seconded by Councilman Henderson . City Manager advised <br /> 2/5/73 <br />
