Norris , William C . Rhodes , Ray A . Weymouth , Vice - <br /> Mayor Mary W . Henderson , presiding , and City Clerk Marian McCrindle . <br /> Councilman James S . Williams and Mayor Paul C . Keckley were noted <br /> absent . Also noted present were City Manager James M . Pales , City <br /> Attorney David E . Schricker , Assistant City Manager James M . Smith , <br /> Chief of Police John R . McDonald , Jr . , Planning Director Ken Schroeter , <br /> Director of Public Works Richard J . Pusich , Director of Parks and <br /> Recreation Max C . Noted absent were Mona <br /> Guballa. and Jeanette Phillips , <br /> Councilman Norris moved to approve , as submitted , Minutes of Regular <br /> Meeting of February 5 , 1973 , and Minutes of Executive Session of <br /> February 5 , 1973 , seconded by Councilman Rhodes and carried . <br /> Vice -Mayor Henderson announced that Mr . James D . Sartor , newly appointed <br /> as Member of the Architectural Committee, ha.d advised of his inability <br /> to be present at the meeting to be sworn in and receive his Certificate <br /> of Appointment . Mr . Joe Tanouye , retiring Member of. the Architectural <br /> Committee , also was not present , and Vice -Mayor Henderson indicated <br /> that presentation of his Certificate of Distinguished Service would be <br /> made at some future meeting . <br /> 2 /12/73 <br />
