300 <br /> Councilman Norris moved to adopt RESOLUTION NO , 6871 TRANSFERRING $ 5 , 000 <br /> FROM APPROPRIATION FOR PAYMENT OF DIRECT SALARIES , PARKS AND RECREATION <br /> DEPARTMENT , AS FOLLOWS : 84 , 328 TO APPROPRIATION FOR PAYMENT OF DIRECT <br /> SALARIES , PLANNING DEPARTMENT , AND $672 TO APPROPRIATION FOR PAYMENT OF <br /> OTHER EMPLOYEE COSTS , PLANNING DEPARTMENT , seconded by Councilman Leipzig <br /> and carried on roll call vote , Councilman Williams and Mayor Keckley being <br /> noted absent . <br /> Proposed City Council Position re : Federal Moratorium and Proposed Budget <br /> Affecting Certain Urban Program Funds . <br /> City Manager briefly reviewed his report which had been submitted to <br /> Council along with a proposed resolution , and which alluded to several <br /> programs affecting Redwood City directly . Reference also was made to a <br /> copy of analysis of the Federal Budget for 1974 , and he indicated that <br /> sufficient additional copies had been sent for to provide to Council . <br /> He summarized the various vital programs that would affect the City , on <br /> which the office of the President had placed a moratorium as of February <br /> 5 . In addition to housing programs funded through Department of Housing <br /> and Urban Development , he commented on the fact that the Joint Powers <br /> Authority for Strategic Consolidation Sewerage Plan , (Redwood City , San <br /> Carlos and Belmont ) , were on the verge of making application for 80% <br /> combined grant , for which the three cities had planned for several years . <br /> What the priorities will be was uncertain at this time , and if funds are <br /> not made available , it would mean additional funds would have to be made <br /> up as City ' s share of the first phase of the facility from local sources , <br /> over and above the one and one - quarter million already planned to be raised <br /> for the project . He commented on the consequences of curtailment of Open <br /> Space Grants with respect to Red Morton Community Park and other open space <br /> developments , as well as proposed subsidized housing programs . It was <br /> noted that a delegation of Council Members would be in Washington , D . C . in <br /> March and the subject would undoubtedly be discussed . City Manager pointed <br /> out that under legislative limitations , cities no longer had the capability <br /> of raising revenues . <br /> Councilman Leipzig concurred in the City Manager ' s recommendation to urge <br /> other cities in the County to join Redwood City in its action and moved <br /> to adopt RESOLUTION NO , 6872 URGING THE PRESIDENT OF THE UNITED STATES <br /> TO RECONSIDER THE FEDERAL FUNDING MORATORIUM ON CERTAIN COMMUNITY DEVELOP- <br /> MENT AND ALL SUBSIDIZED HOUSING PROGRAMS AND REQUESTING THE CONGRESS OF THE <br /> UNITED STATES TO ENACT SPECIAL REVENUE SHARING PROGRAMS IF FEDERAL FUNDING <br /> IS NOT REINSTITUTED FOR SAID COMMUNITY DEVELOPMENT AND SUBSIDIZED HOUSING <br /> 2 /12/73 <br />
