304 <br /> of Ordinance No . 1557 , establishing salaries for certain employees of <br /> the City of Redwood City , to include position of Parks Leadman , seconded <br /> by Councilman Henderson and carried on roll call vote . <br /> At this time , Mayor Keckley noted the arrival of Mr . William Floyd , who <br /> had recently resigned from the Planning Commission in order to have <br /> time to further his studies , and invited him to come forward . Mayor <br /> Keckley then presented to Mr . Floyd a Certificate of Distinguished <br /> Service in recognition of his having served as a member and as Vice - <br /> Chairman on the Commission . <br /> Cordilleras Creek Improvement Project -- Environmental Impact Report . <br /> Staff report indicated that initial engineering study called for <br /> removal of 100 eucalyptus trees along the first 800 feet of the project , <br /> and suggested that alternatives should be considered . Present agreement <br /> for engineering services did not provide for this additional investigation , <br /> and it was therefore recommended that the City Manager be authorized to <br /> give a letter agreement to the Consulting Engineers authorizing them , <br /> in conjunction with the City of San Carlos , to study alternate courses <br /> of action , and possibly to prepare an Environmental Impact Report . In <br /> discussion , City Manager noted that the major portion of the project was <br /> the City of San Carlos ' and the Consulting Engineers were under agree - <br /> ment with that City . In additional comments he indicated that when <br /> the bond issue was passed it was not known what requirements of engineer- <br /> ing , flow , and other problems would be , and after preliminary studies , <br /> San Carlos ' engineers immediately reached the conclusion that rather <br /> than handling the project in the traditional manner , there would have <br /> to be alternatives . <br /> Councilman Henderson moved to authorize the City Manager to issue a letter <br /> agreement to Charles S . McCandless & Company as recommended , seconded <br /> by Councilman Rhodes and carried , <br /> (MINUTE ORDER #73 -29) <br /> Amendments to Agreement with Advocate Design Associates , Inc . , <br /> Architects , - Fair Oaks Community Center . <br /> Report indicated that , inasmuch as low bid for the construction of the <br /> Fair Oaks Community Center was $83 , 000 above the last architect ' s <br /> estimate , it was recommended that the 9% fee in the original agreement <br /> be adjusted to 8 , 5% , and because the architect was a small firm , that <br /> the contract be amended to provide a time payment schedule to follow <br /> progress payments made to the general contractor . <br /> 2 /26/73 <br /> Reg .
