311 <br /> local taxes , seconded by Councilman Williams , On the question , <br /> Councilman Henderson indicated that presumably the report would <br /> be made available to anyone for study at City Hall . Councilman <br /> Weymouth advised that he would oppose the motion because he believed <br /> it to have inequities in it , and felt that a residential tax should <br /> be applied to apartment units on the basis of the property tax . <br /> Councilman Rhodes commented that the tax represented about 30 cents <br /> per month per unit , and this would be no justification for rent <br /> increases . Motion carried on roll call vote , Councilman Weymouth <br /> voting no . <br /> Sewer Service Charges Increase . City Manager noted that , similarly to <br /> the previous item , this proposal had been approved in principle by <br /> the Council in adoption of the 1972 -73 budget , The proposed in- <br /> crease was to eliminate a deficit in sanitary sewer Maintenance <br /> costs , and to provide additional revenue for the purpose of paying <br /> the City ' s share of costs involved with the proposed new tri - city <br /> sewage treatment facility . He noted also that at the time the budget <br /> was adopted , Council had requested a detailed report setting forth <br /> the new rate schedule , and such a report had been completed by City <br /> Controller and provided to Council , The Uniform Industrial Waste <br /> Disposal Ordinance was in final stages of preparation by Jenks and <br /> Adamson , as part of the San Mateo County Sub-Regional Waste Disposal <br /> Study , and should be available for review by all jurisdictions in the <br /> County in the near future , That would tie in with the proposal before <br /> Council , since it concerned what types of waste can be disposed of in <br /> the system . City Manager noted also that the Controller ' s office and <br /> Public Works Department had discussed the effect of proposed increases <br /> with the major industrial dischargers that would be most affected . <br /> Mayor Keckley noted that by 1978 the City would need to have improve - <br /> ments to the treatment plant to bring it up to standards , and that <br /> the only methods of paying the costs would be through accumulating <br /> funds and investing , or by bond issue , In response to question by <br /> Councilman Henderson , City Controller advised that residents of Red - <br /> wood Shores (Area B ) , were already paying $3 . 70 per month sewer <br /> service charge , while the rest of the City pays $1 , 85 , and that in <br /> addition to sewer bonds , there is a sewer connection charge . He <br /> indicated that sewer costs are just bang met in Redwood Shores . <br /> Sewer rental paid by residents in Redwood Shores goes into the <br /> 3/12/73 <br /> Reg . Mtg . <br />
