31. 2 <br /> Sewer Fund and is used for sewer purposes , either bond service in <br /> Shores , or other Sewer Capital Outlay . Controller reviewed the <br /> proposed rates in response to question , and also the methods by <br /> which cubic feet are measured . City Manager indicated that there <br /> would be a proposal that some of the larger dischargers into the <br /> system would be metered individually and not estimated . This would <br /> enable determining not only the quality but more accurately the <br /> quantity being discharged into the system . <br /> In the discussion it was noted that the last increase was in 1964 , <br /> from $1 . 00 to $ 1 . 85 per month . Council generally expressed <br /> support of the rate increase , which should preclude necessity for <br /> a bond issue within a few years . City Manager commented on the <br /> fact funds previously allocated to clean water revenues had been <br /> frozen , but it was hoped that those grants that had been forth- <br /> coming will be released , in order to meet requirements of State <br /> and Federal agencies . If not , then increases now proposed would <br /> no longer cover the costs of constructing the new facilities , and <br /> penalties of $6 , 000 per day in a few years were a real possibility . <br /> In that event , part of the funds would have to be raised locally on <br /> a pay-as -you-go basis , or by bond issue . At this point it was not <br /> known if those funds would be turned on , and City is faced with meet - <br /> ing the requirements on the one hand , and fiscal restraints on the <br /> other , and did not remove the obligation to construct the facilities . <br /> A member of the audience inquired whether the funds would be held <br /> in trust until used , and City Controller advised that they would be <br /> set aside and kept in the Sewer Fund , and would not go into the <br /> General Fund , <br /> Councilman Weymouth moved to introduce Ordinance amending Section 27 . 12 <br /> of the Code of the City of Redwood City , relating to monthly charges <br /> for sewerage services , seconded by Councilman Rhodes and carried on <br /> roll call vote . <br /> Acquisition of surplus property for Civil Defense purposes . <br /> In compliance with request from the State Office of Emergency Services <br /> for an updated resolution relating to purchase of State surplus <br /> property for Civil Defense purposes ( replaces Resolution No . 5267 ) , <br /> staff recommended adoption of a resolution conforming to a facsimile <br /> furnished by the State . <br /> 3 /12 /73 <br /> Reg .
