3 AL 5 <br /> Councilman Rhodes moved to authorize Peninsula Celebration Association to <br /> select Miss Redwood City for candidacy in the annual Dream Girl Pageant , <br /> seconded by Councilman Williams and carried , <br /> (MINUTE ORDER #73 -38 ) <br /> 3 . Lynett Cole , Community Task Force , representing coalition of groups <br /> throughout the County, requesting a presentation to Council with <br /> respect to their concerns regarding health needs of County . <br /> Councilman Henderson noted the subject had come up for discussion on <br /> the Neighborhood Council , and the matter was subject of great deal of <br /> concern . Councilman Rhodes felt Chope Hospital was a badly needed <br /> facility, and that the Board of Supervisors should be urged to im- <br /> prove the hospital , particularly in view of proposed closing of some <br /> State hospitals . He did not feel local hospitals could absorb the <br /> increase loads . He suggested that a resolution might be passed to <br /> send to the Supervisors stating the need for the Hospital , Council- <br /> man Henderson concurred . After some discussion , it was felt that a <br /> letter to the Board of Supervisors would be preferable . <br /> Councilman Rhodes moved that a letter be sent to the Board of Supervisors <br /> expressing concerns with respect to need for Chope Hospital, seconded by <br /> Councilman Henderson and carried . <br /> (MINUTE ORDER #73-39 ) <br /> 4 . Michael West , Field Representative , Local 715 , Service Employees <br /> International Union, AFL--CIO , regarding termination of an employee <br /> with the Department of Public Works . ( Copies of City Manager ' s <br /> response to the employee , and City Clerk ' s response to Mr . West were <br /> provided to Council . ) <br /> Councilman Norris moved to refer the communication to Staff for processing <br /> under proper procedures , seconded by Councilman Williams . <br /> City Manager commented that the communication from Mr . West related specif- <br /> ically to a matter involved with an appeal filed previously by Mr . Emeal <br /> Willis , to which a response from City Manager had been made indicating this <br /> procedure was not the proper one , since he was not represented by Local 715 , <br /> and advising him of the reasons he was not a represented employee under the <br /> memorandum of understanding . He was also invited to contact the Personnel <br /> Director or City Manager to discuss the matter . <br /> Councilman Henderson noted that even if this temporary employee had been a <br /> member of the Local , which he was not, bringing the matter before Council <br /> was still not the proper procedure . <br /> 3/12/73 <br /> Reg .
