31 ,E Councilman Henderson moved to adopt RESOLUTION NO . 6879 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT RELATING TO THE VACATION OF A PORTION OF EAST FULLER STREET , seconded by Councilman Williams and carried on roll call vote . Councilman Weymouth moved to adopt RESOLUTION NO . 688o OF INTENTION TO ABANDON PORTION OF PUBLIC STREET IN ACCORDANCE WITH PART 3 OF DIVISION 9 , STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA ; SETTING TIME AND PLACE FOR HEARING ALL PERSONS INTERESTED IN OR OBJECTING TO THE PROPOSED VACATION; AND ORDERING POSTING OF NOTICE OF SUCH PROPOSED VACATION ( Sets public hearing for April 9 , 1973 ) , seconded by Councilman Rhodes and carried on roll call vote . REPORT OF BID OPENING , Municipal Marina Parking Lot Lighting, Phase I . Staff report indicated that in accordance with agreement between City and Host International, Inc . , ( Charley Brown ' s restaurant ) , City is required to provide adequate parking lot lighting . Project was previously advertised for bid and on November 20, 1972 , Council rejected all bids and directed staff to re- advertise . Seven bids were received, and Rosendin Electric , Inc . , San Jose , submitted the combined base bid of $16 , 180 and Option "A" of $2 , 620 . 20, for total low bid of $18, 800 , 20 . Option "A" provided for additional drainage pipe and inlets to reduce standing water problem on the parking lot , and was recommended by Staff to be included in the project . Councilman Williams moved to adopt RESOLUTION NO . 6881 AWARDING CONTRACT FOR CON- STRUCTION OF PARKING LOT LIGHTING -- PHASE I - AT THE MUNICIPAL MARINA; RE- JECTING ALL OTHER BIDS RECEIVED; AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK; AND DIRECTING RETURN OF SECURITY DEPOSIT, seconded by Councilman Leipzig and carried on roll call vote . Legislative Committee Report . Councilman Henderson, Chairman , reviewed written report submitted to Council, noting that it dealt with the trip by the Committee and City Manager early in March to the Congressional-Cities Conference in Washington, D. C . , as well as actions of the Legislature in Sacramento . Concern was expressed relative to problems resulting from the Federal moratorium on grants , and current dispute between the Administration and Congress , as these relate to problems imposed by Senate Bill 90 , enacted in 1972 . Appended to Legislative Committee Report 73- 1 were reports by the City Manager relating to the Congressional Conference , and by the City Attorney, concerning Property Tax Relief Act of 1972 ( SB 90 ) . Councilman Henderson indicated particular concerns relative to her understanding that amendments to SB 90 were being considered by the Legislature behind closed doors , and advised that meetings were being arranged with Assemblyman Arnett and State Senator Gregorio . She noted also that copies of a letter from Caspar Weinberger, Secretary of Health, Education and Welfare , had been distributed to Council this evening , which provided ens 3/19/73 Reg . Mtg .
