31. 8 <br /> couragement with respect to continuation of federally funded child <br /> care centers . She reminded Council that the League of Cities would <br /> have a legislative session in Sacramento , May 14-16 , and hoped that <br /> all Council Members would be able to attend, as it would provide the <br /> first clear-cut opportunity to learn what the Legislature was intend- <br /> ing with respect to SB 90 . <br /> At request of Mayor Keckley, City Manager summarized his report on the <br /> Congressional Conference , explaining that SMSA as referred to in his <br /> report , meant " Standard Metropolitan Statistical Area" , which was <br /> simply designations of metropolitan areas , as opposed to rural . Basic <br /> distinction in the Special Revenue Sharing bill was between cities of <br /> 50 , 000 population and over , and cities under 50 , 000 . Those over 50 , 000 <br /> would be eligible for " direct entitlement " of funds , while those under <br /> 50 , 000 would be subject to allocation from a portion of discretionary <br /> funds , distributed within their State , based upon a formula devised <br /> by each State . The " hold harmless " provision of the proposal was in- <br /> tended to hold harmless those cities , regardless of size , that had <br /> been recipients of rather large amounts of funds to insure a continu- <br /> ing level of assistance . He reviewed the several assumptions made <br /> based on limited information . <br /> City Attorney commented briefly on his report relating to SB 90 , <br /> indicating that revisions to the Bill would probably be extensive . <br /> He reviewed limitations of the Property Tax Relief Act of 1972 in its <br /> present form, including restrictions on the methods by which a city <br /> can increase its tax rate . <br /> Following a brief discussion, Councilman Rhodes moved to accept the <br /> Legislative reports , seconded by Councilman Leipzig and carried . <br /> ( MINUTE ORDER #73-41 ) <br /> ( For full text , see City Clerk ' s file-Legislative Committee . ) <br /> Councilman Rhodes reported that the Planning Director had brought copies <br /> for distribution to Council of the report by the Emerald Lakes-Redwood <br /> City Hillside committee . Councilman Rhodes , Chairman of the Steering <br /> Committee , commented briefly on the composition of the Steering Com- <br /> mittee , and indicated that Mr . Sam Halsted , consultant for the Hill- <br /> side General Plan , could provide additional information .
