319 <br /> CONSENT CALENDAR : <br /> Mayor Keckley advised that Consent Calendar Item ( a ) concerning adoption of <br /> Ordinance amending the Municipal Code relating to the imposition of local <br /> taxes , would be considered separately, since there were persons present <br /> who had indicated the desire to speak on the matter . <br /> (b ) Adoption of ORDINANCE NO . 1560 AMENDING SECTION 27 . 12 OF THE CODE OF <br /> THE CITY OF REDWOOD CITY , RELATING TO MONTHLY CHARGES FOR SEWERAGE <br /> SERVICES . Ordinance was introduced at Council meeting of March 12 , <br /> 1973, and affidavit of publication was on file . <br /> ( c ) DAMAGE CLAIM , Edmund J . Dooley, 25 Turnsworth, property damage <br /> allegedly due to negligent operation of City vehicle . ( Council <br /> action would deny claim and refer to insurance carrier . ) <br /> (MINUTE ORDER #73-42 ) <br /> ( d ) ACCOUNTS PAYABLE , Nos . 95350 to 95454, inclusive , totaling <br /> $i83 , 354 . 20 . ( Council action would approve accounts for payment by <br /> City . ) <br /> Councilman Henderson moved to approve CONSENT CALENDAR, Items (b ) , ( c ) , and <br /> ( d ) , seconded by Councilman Williams and carried on roll call vote . <br /> Mayor Keckley invited comments from the audience on the ordinance to impose <br /> a business license tax on apartment units . <br /> Mr . James Miller, 3015 -- #337 E . Bayshore Rd . , felt <br /> that to include mobile home owners was a great imposi- <br /> tion, and stated that any work on parks , street lights , <br /> sewer system is paid for by them. Also that they <br /> readily pay school taxes without objection . <br /> Mayor Keckley noted that , whether it is for apartments ( vertical development ) <br /> or for mobile home parks ( horizontal subdivision ) , City still maintains <br /> streets and provides fire and police protection and other services for <br /> both . <br /> Mr . Miller expressed the belief that if a mobile park <br /> owner must pay this tax, he is not going to pay it out <br /> of his own pocket . <br /> Councilman Henderson recalled that it had been pointed out previously that the <br /> increase was minimal , and it would be hard to justify an increase in rent . <br /> City Manager noted that mobile home parks already paid a business license <br /> tax, and that this ordinance simply put them on the same basis as other <br /> multiple rentals . This tax would amount to an average of 25 cents per <br /> month per unit under the business license fee . <br /> In response to question by Councilman Weymouth, City Attorney provided a <br /> comparison of the present fee with the proposed rate . <br /> Mr . Rudolph Luca, 820 Vera, advised that he owned five <br /> units in Redwood City, and disputed the statement that <br /> the streets are taken care of by the City . He felt <br /> 3/19/73 <br /> Reg .
