Minutes of Regular Meeting Redwood City Council March 26 , 1973 7 : 30 P . M . Veterans Memorial Building Pledge of Allegiance was led by Councilman Leipzig . Invocation was led by Reverend Ralph Daniel , First Baptist Church . ON ROLL CALL, the following were noted present : Councilmen Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , James S . Williams , Vice-Mayor Mary W . Henderson , Presiding , and City Clerk Marian McCrindle . Mayor Paul C . Keckley was noted absent . Also noted present were City Manager James M . Pales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith, Chief of Police John R . McDonald , Jr . , Director of Public Works Richard J . Pusich, Planning Director Ken Schroeter , Chief Building Official , Charles Gyselbrecht , Deputy Director of Public Works - Public Services , Warren J . Mitchell , and Deputy City Clerk Frances I . Reggetts . On roll call , the following Government Affairs Program students were noted present : Betty Boicelli , Janice McPheters , William Miller, Jeanette Phillips , Michael Rice , and David Sanchez . Noted absent were Bonnie Deto and Emma Wood . Councilman Weymouth moved to approve , as submitted , Minutes of Regular Meeting of March 19 , 1973 , seconded by Councilman Rhodes and carried . General Plan for Emerald Lake Redwood City Hillside . The printed Plan Report had been distributed to Council at the previous meeting . Vice--Mayor Henderson advised that Mr . Samuel Halsted , of Eco Management , the consultants , would begin the presentation . Mr . Halsted commented on the trip to Washington , D . C . , early in March , by three of the Council members , and expressed the hope that their efforts there would be of benefit in obtaining some form of Federal funds to help 3/26/73 Reg . Mtg .
