Vice--Mayor Henderson advised that Mr . Samuel Halsted , of Eco <br /> Management , the consultants , would begin the presentation . <br /> Mr . Halsted commented on the trip to Washington , D . C . , early in March , <br /> by three of the Council members , and expressed the hope that their efforts <br /> there would be of benefit in obtaining some form of Federal funds to help <br /> 3/26/73 <br /> Reg .
