3 4.12 <br /> in implementing the Plan . He stated that the Plan before Council was a <br /> product of a joint study started in September , 1971 , funded jointly by <br /> City of Redwood City and the County of San Mateo , and was an attempt to <br /> look broadly at the whole hillside area bounded by Edgewood Road , Woodside <br /> town limits and Alameda de las Pulgas . He noted a long history of differ- <br /> ences between the unincorporated area and incorporated area , and that in <br /> setting up the Steering Committee , having it chaired by a City Council- <br /> man (William C . Rhodes ) , many people of the County have a better under- <br /> standing of City policies and are better able to work with the City . They <br /> understand that the City is not a threat to their standards . <br /> Mr . Halsted advised that the Plan document is to presented to the public <br /> by means of a supplement to the Redwood City Tribune , and indicated most <br /> of the text material was a draft for the newspaper and did not represent <br /> the finished study, but it was hoped to draw interest and concern through- <br /> out the City and unincorporated area . The process of developing the study <br /> involved going to the citizens of the planning area as directly as possible . <br /> He noted that the Steering Committee was the body that directed the <br /> planning process , made final approvals and set goals , but the actual work <br /> was done by citizen committees which were divided into functional commit- <br /> tees , and in fact , went beyond that because the committees felt they did <br /> not adequately represent the community . They therefore decided last Spring <br /> to get into a door- to-door survey of the area . Mr . Halsted advised that <br /> the survey was done in the County area , but was not so successful in the <br /> City portion of the planning area, where the residents were by and large <br /> content with the way the area presently exists , and had fewer problems to <br /> be concerned about . Following the survey there was a compilation of goals , <br /> which was reviewed by the Steering Committee , and from that the General <br /> Plan was prepared over the next few months , attempting to resolve the <br /> problems . <br /> Mr . Halsted then commented on three maps he had placed on display, the <br /> first representing conditions of lots in the area as presently existing , <br /> with zoning reflecting past County standards , and the more restrictive <br /> City lot size requirements . The second map attempted to show what <br /> actually exists in the area now , indicating residential areas , and the <br /> fact that there were very few vacant areas . He enumerated some of the <br /> non- residential type uses . <br /> Mr . Halsted noted that within the County was the area that precipitated <br /> the study, and described development as being a checkerboard pattern , with <br /> one area developed as a standard subdivision , while others were developed <br /> primarily 50 or 6o years ago for use as summer homes , with roads graded to <br /> 3/26/73 <br /> Reg .
