356 <br /> should be understood that the reason for including those in the EIR is that <br /> they do relate very directly to ability of a municipality to provide the <br /> kind of environment the EIR is trying to provide . <br /> City Manager indicated that he viewed the Environmental Quality Act as re - <br /> quiring municipalities to make more qualitative judgments than quantitative <br /> judgments , as in the past . <br /> Ray Lou. Ehman , 2650 Marlborough , stated she represented <br /> the Redwood City Housing Union and " people who rent " , <br /> and that she opposed construction of this luxury apartment . <br /> She felt there was not a need for more housing , but rather <br /> for rent control . <br /> For the benefit of Council , Mr . Monaco read the criteria set out in the State <br /> Environmental Quality Act , and felt that the development had no adverse effect <br /> on these in any way . In additional disucssion , City Manager responded to <br /> Councilman Norris ' concerns , advising that Council was not being asked to <br /> approve anything , and pointed out that the appellant could have gone directly <br /> to the Architectural Committee and tested the content of the EIR . He also <br /> noted that the Committee is required to make qualitative judgments all the <br /> time , as that is their specific charge . Following lengthy discussion , Council- <br /> man Henderson moved to close the public hearing , seconded by Councilman Weymouth <br /> and carried . <br /> Councilman Weymouth moved to AFFIRM the decision of the Planning Commission on <br /> their conclusions for not approving the proposed project , based upon the <br /> environmental Impact Report , seconded by Councilman Leipzig and carried on <br /> roll call vote , Councilmen Henderson , Leipzig , Weymouth and Mayor Keckley <br /> voting yes , and Councilmen Norris , Rhodes and Williams voting no . <br /> ( MINUTE ORDER #73- 56 ) <br /> PUBLIC HEARING , on Resolution of Intention to abandon portion of PL.blic Street , <br /> providing for reservation of certain easements , Portion of East Fuller Street , <br /> declared open and affidavits of publication and posting ordered filed . There <br /> were no communications . <br /> Staff report indicated that Council had , on April 2 , 1973 , adopted Resolution <br /> of Intention to abandon portion of East Fuller Street , setting public hearing <br /> for this date . Adjacent property owners had entered into an agreement provid- <br /> ing for certain improvements required by the City . Staff recommended approval . <br /> City Manager referred to his memorandum of March 16 , 1973 , which provided in- <br /> formation on the request by the San Mateo County Credit Union and Mr . Stuart <br /> Leeb for the abandonment , to allow development of adjacent property and con - <br /> struction of an office building by the County Employees Credit Union . Re - <br /> quest was reviewed by staff , who found that this portion of Fuller Street <br /> 44/23/73 <br /> Reg . Mtg . <br />
