The study was at direc - <br /> tion of Council during the 1972-73 budget study meetings , when San <br /> Francisco Water Department was undertaking installation of a new water <br /> line through their right of way . They were asked to suspend reissuance <br /> of revocable permits which had been suspended for purpose of doing the <br /> construction work , and this was to allow Planning , and Parks and <br /> Recreation Departments to proceed with preliminary studies to deter- <br /> mine feasibility of development . Director of Parks and Recreation <br /> provided additional background , advising that a team composed of <br /> members of both departments conducted a survey in the area , and as a <br /> result , attempted to categorize the responses of the residents in the <br /> area most affected by the proposal , and separated these into five <br /> distinct planning areas . Subcommittees were then set up to tabulate <br /> the results and determine land use possibilities . He noted this was <br /> a preliminary concept , but which could set the stage for a final plan , <br /> if so desired . He advised that Miss Magnus , of the Planning Depart - <br /> ment , had taken several pictures of the area and was prepared to show <br /> slides , with commentary .
