STAFF REPORTS <br /> A. Consideration of request for a Mid Summer Carnival Permit (101-02) <br /> REPORT: Assistant to the City Manager, July 13, 1993 <br /> Assistant to the City Manager Centeno presented the staff report: The <br /> Downtown Association requested the use of the Main Street and Middlefield <br /> Parking lot for a mid-summer Carnival fund raiser and as a means of drawing <br /> people into the downtown area. Ms. Centeno explained the impacts on parking <br /> during a week long carnival as compared to one held on a weekend or a <br /> holiday. <br /> Geri Mayers, Broadway merchant, member of the Kiwanis who sponsor the very <br /> successful 4th of July Carnival, asked Council to impose the same <br /> stringent requirements on any other applicant that are imposed and followed <br /> by the Kiwanis. <br /> Jim Honjas, Broadway merchant, member of the Downtown Association, advised <br /> Council that the Downtown Association wished to withdraw its request at this --- <br /> time. <br /> MAYOR BUCHAN ANNOUNCED FOR THE RECORD, THAT DUE TO THE WITHDRAWAL OF THE <br /> REQUEST THE COUNCIL WOULD TAKE NO ACTION ON THIS ISSUE AT THIS TIME. <br /> MINUTE ORDER NO. 93-158 <br /> ------------------------------------------------------------------------------- <br /> B. Consideration of request from the Downtown Association for a permit to hold <br /> Downtown Market Days (101-12) <br /> REPORT: Assistant to the City Manager, July 12, 1993 <br /> I <br /> Assistant to the City Manager Centeno presented the staff report advising <br /> that the Downtown Association had requested to hold weekly promotional <br /> events called "Downtown Market Days" every Wednesday on the corner of <br /> Broadway and Main, the sidewalks along Main Street and a portion of the <br /> parking lot behind the Cliff Hotel. The City Attorney had reported it would <br /> not be proper to process the request under the Broadway Mall Ordinance <br /> because those regulations only allow for relatively short-term activities of <br /> a non-recurring nature. Ms. Centeno advised that these outside vendors <br /> would not be required to pay license fees as the downtown merchants do.
