Rev . Hal Varner , Canada College , transmitting outline of proposal for development of a family crisis and education counseling center . Mayor Keckley asked that this be referred to Staff for perusal and recommendation to Council next week , (Memo 4-18-72 ) Councilman Henderson suggested inclusion of two additional written communications : 2 . Report to Council from City Manager concerning Constituent Day for Senator Gregorio on Saturday , April 29 , 8 : 30 to 10 : 00 A . M . , at Howard Johnson ' s Redwood City . Councilman Henderson expressed the hope that Council would confirm to City Manager whether the time was acceptable . 3 . Report to Council from Mayor Keckley regarding the Government Affairs Program , which included several recommendations following meetings with program coordinator and Assistant City Manager . Councilman Henderson moved to accept the report under date of April 14 , 1972 , on Government Affairs Program and authorize implementation of the recommendations , seconded by Councilman Weymouth . In the ensuing discussion , it was suggested by Councilman Weymouth that Council meet with their counterparts fifteen minutes prior to start of the regular meetings .
