Councilman Henderson indicated that in discussion prior <br /> to the meeting with the GAP students , there had been concern expressed <br /> that this might be some form of governmental control , and that she had <br /> pointed out this did not relate to government except from the standpoint <br /> that the Police are called in after commission of a fraud where someone <br /> has taken advantage of a merchant . Merchants have been accommodating with <br /> regard to cashing checks , but if the problem became any more serious , it <br /> might reach the point where customers would be required to deal directly <br /> with their own banks . It was pointed out that no effort would be made <br /> to keep data or information under this process , but would only be actuated <br /> in case of check - cashing abuse or fraud . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6709 SUPPORTING CHECK <br /> IDENTIFICATION PROGRAM, seconded by Councilman Leipzig and carried on <br /> roll call vote , <br /> REPORT OF BID OPENING , Municipal Marina Launching Ramp Pier . <br /> City Manager advised that subsequent to going through the entire procedure <br /> including preparation of plans and specifications and the bidding process , <br /> it was realized that , even though this was a small installation and was <br /> replacement for a similar pier destroyed by backwash , approval by Bay <br /> Conservation and Development Commission (BCDC) was required , but had not <br /> been applied for . He indicated that undoubtedly this approval would be a <br /> routine matter that could probably be given administratively by their <br /> staff , but efforts to contact BCDC that day had been unsuccessful . He <br /> suggested that Council award the contract but that approval from BCDC be <br /> required before commencing the project . Councilman Henderson asked whether <br /> the contract could be awarded contingent upon approval of BCDC . City <br /> Attorney responded that the bidder did not bid on those conditions , and <br /> pointed out there could be a possibility a permit could not be obtained , <br /> in which case City could not perform the contract . He also felt that <br /> making a conditional award would amount to rewriting the bid specifications <br /> without contacting the apparent low bidder . After brief additional discussion , <br /> Councilman Henderson moved that the matter be carried over to the next week ' s <br /> agenda (May 1 , 1972 ) in order for Staff to obtain the necessary BCDC approval , <br /> 4-24-72 <br />
