480 seconded by Councilman Rhodes and carried . (MINUTE ORDER #72 - 89 ) Report of Housing Concerns Committee re : proposed Housing Element of County General Plan , Mayor Keckley as Chairman of the Committee , briefly reviewed the report which had been provided to Council , describing the process by which certain recommended changes in the initial draft of the Proposed Housing Element of County General Plan , approved by Council , were submitted to the Regional Planning Committee , and subsequently partially incorporated in the Housing Element and recommended to Board of Supervisors . Some of the changes recommended by other jurisdictions and adopted by RPC , however , were felt by the Housing Concerns Committee to alter the intent of the Element as originally supported by Council . The Committee also felt that some of the changes had the effect of removing the responsibility from the individual communities by the substitution of the words " every area of the county " , rather than "every community throughout the county " , with respect to distribution of housing by type , size , and cost , to provide a reasonable choice of location , (For full report see City Clerk ' s file - Housing Concerns Committee ) . Mayor Keckley added that it was hoped Council would approve the recommendations and that their position would be expressed to the County Planning Commission . Councilman Norris indicated his support of the Housing Element as an integral part of the City, as well as the County and State , that Redwood City was owning up to its responsibility , but that the City should not have to bear an inordinate share of the responsibility . Councilman Norris moved to approve recommendations of the Housing Concerns Committee as presented , seconded by Councilman Leipzig . Councilman Williams opposed the motion , indicating that while he supported some of the changes , he did not agree every person , regardless of economic level , had the right to live in any area he chose , but rather , that every person had the right to live in any area he could afford , He felt that each community has a character unlike other cities , and that this was a fundamental right that should be preserved . Motion carried on roll call vote , Councilman Williams voting no . (MINUTE ORDER. #72 -90 ) Mayor Keckley stated the recommendations would be forwarded and Council recommendations presented at the County Planning Commission level . CONSENT CALENDAR : (a) ACCEPTANCE of Project , Street Resurfacing - Phase I , 1971 --1972 , Project had been completed to the satisfaction of Department of Public Works 4 - 24-72 — ,Q1
