(MINUTE ORDER #72 - 89 ) <br /> Report of Housing Concerns Committee re : proposed Housing Element of County General <br /> Plan , <br /> Mayor Keckley as Chairman of the Committee , briefly reviewed the report which <br /> had been provided to Council , describing the process by which certain recommended <br /> changes in the initial draft of the Proposed Housing Element of County General <br /> Plan , approved by Council , were submitted to the Regional Planning Committee , <br /> and subsequently partially incorporated in the Housing Element and recommended <br /> to Board of Supervisors . Some of the changes recommended by other jurisdictions <br /> and adopted by RPC , however , were felt by the Housing Concerns Committee to alter <br /> the intent of the Element as originally supported by Council . The Committee <br /> also felt that some of the changes had the effect of removing the responsibility <br /> from the individual communities by the substitution of the words " every area <br /> of the county " , rather than "every community throughout the county " , with <br /> respect to distribution of housing by type , size , and cost , to provide a <br /> reasonable choice of location , (For full report see City Clerk ' s file - <br /> Housing Concerns Committee ) . Mayor Keckley added that it was hoped Council <br /> would approve the recommendations and that their position would be expressed <br /> to the County Planning Commission . <br /> Councilman Norris indicated his support of the Housing Element as an integral <br /> part of the City, as well as the County and State , that Redwood City was <br /> owning up to its responsibility , but that the City should not have to bear <br /> an inordinate share of the responsibility . <br /> Councilman Norris moved to approve recommendations of the Housing Concerns Committee <br /> as presented , seconded by Councilman Leipzig . <br /> Councilman Williams opposed the motion , indicating that while he supported some <br /> of the changes , he did not agree every person , regardless of economic level , <br /> had the right to live in any area he chose , but rather , that every person had <br /> the right to live in any area he could afford , He felt that each community has <br /> a character unlike other cities , and that this was a fundamental right that <br /> should be preserved . Motion carried on roll call vote , Councilman Williams <br /> voting no .
