City Manager responded to question by Councilman Norris concerning the figures given in the report by providing a detailed explana- tion of the added materials and work determined to be found necessary as the project proceeded . With regard to comments by Councilman Henderson concern- ing higher and higher crowning developing over the years on these street projects , Construction Engineer advised that eventually what would basically be a street rebuilding program in these areas will be necessary , City Manager indicated that timing of a street rebuilding program was partly a question of tolerance by the public , and that the problem was really a fiscal one , since many , and possibly most , of the streets involved were not part of the Select System and therefore did not qualify for Gas Tax funds . If inventory of the whole City was to be done , this would represent a substantial amount of money that would have to come from other than Gas Tax funds and this would be a significant problem . He added that this kind of survey had not been done as yet .
