City Manager responded to question by Councilman Norris <br /> concerning the figures given in the report by providing a detailed explana- <br /> tion of the added materials and work determined to be found necessary as the <br /> project proceeded . With regard to comments by Councilman Henderson concern- <br /> ing higher and higher crowning developing over the years on these street <br /> projects , Construction Engineer advised that eventually what would basically <br /> be a street rebuilding program in these areas will be necessary , City <br /> Manager indicated that timing of a street rebuilding program was partly a <br /> question of tolerance by the public , and that the problem was really a <br /> fiscal one , since many , and possibly most , of the streets involved were <br /> not part of the Select System and therefore did not qualify for Gas Tax <br /> funds . If inventory of the whole City was to be done , this would represent <br /> a substantial amount of money that would have to come from other than <br /> Gas Tax funds and this would be a significant problem . He added that this <br /> kind of survey had not been done as yet . ( Council action would accept the <br /> project , subject to the usual one -year guarantee of materials and workmanship , <br /> and to authorize recordation of Notice of Acceptance ) (MINUTE ORDER #72 - 91 ) <br /> (b ) ACCOUNTS PAYABLE , Nos . 89757 to 89871 , inclusive , totaling $124 , 574 . 65 . <br /> ( Council action would approve accounts for payment by City ) <br /> ( c ) Request of Councilman Leipzig for approval of her attendance at League of <br /> California.
