1,•°<
2 , Petition from Emerald Hills 4H Club , 585 California Way , on behalf of.
4H Clubs having members residing within Redwood City , requesting amend -
ment to Ordinance (No . 698 ) to provide certain exceptions to keeping
of animals and fowl .
In brief discussion , Councilman Yfi. 11iams suggested that we should
determine what other communities are doing along this lire . Councilman
Norris noted he had spoken with Mrs . Baker , Emerald Hills Club , and
was informed that redwood City was unlike other communities , where
there were 4H farms to permit raising animals , and felt that this
should be considered so as to provide a means for the local 4H Clubs
to conduct their animal raising projects .
Mayor Keckley asked that this matter be referred to Staff and Ordinance
Review Committee . (Memo 4 -25 -72 )
3 . Tomas Pillsbury , 3081 Williams Street , Venceremes , requesting to be
heard on the April 24th agenda concerning a matter of foreign policy .
Councilman Henderson moved that the request of Mr . Pillsbury to be heard at this
meeting be granted , seconded by Councilman Leipzig .
Councilman. Weymouth noted that on the several occasions the same matter had
come up , he had opposed its consideration at municipal level and would
oppose the motion at this time , also , -Ie provided examples of normal .
city matters that must wait a prescribed time before being allowed to be
considered before Council again , while this subject had only recently , after
several weeks of discussion , been acted upon , with Council taking the
position that it was not a matter of local legislation .
Councilman Williams concurred , but felt that the request to be heard should
be given consideration , and following that , a determination whether to hear
any further discussion on the subject could be made . Councilman Norris
supported this comment . Councilman Rhodes agreed with Councilman Weymouth
that the matter had already been heard on several occasions .
Motion to grant the request of Mr . Pillsbury to be heard carried on roll call
vote , Councilmen Henderson , Leipzig , Norris and Mayor Keckley voting yes ,
and Councilmen Rhodes , Weymouth and Williams voting no .
Mayor Keckley set forth ground rules with respect to time limits for opposing
positions .
4 _24 - 72
