However , more than a year had passed since that action, and the application must now be considered under the Ordinance as it now exists , Vice -Mayor Henderson called attention to the conclusion of the staff in its report tlat no basis could be found for granting the Variance , but rather found that granting a Variance would be a grant of special privilege not available to other property owners similarly disposed under the terms of the Zoning Ordinance . Vice-Mayor Henderson moved to AFFIRM the action of the Planning Commission and deny the Variance , seconded by Councilman Norris and carried . (MINUTE ORDER #72 - 98 ) AWARD OF BID , Municipal Launching Ramp Pier . Approval had now been obtained from all agencies required prior to award of contract .
