However , more than a year had passed since that action, and the <br /> application must now be considered under the Ordinance as it now exists , <br /> Vice -Mayor Henderson called attention to the conclusion of the staff <br /> in its report tlat no basis could be found for granting the Variance , <br /> but rather found that granting a Variance would be a grant of special <br /> privilege not available to other property owners similarly disposed under <br /> the terms of the Zoning Ordinance . <br /> Vice-Mayor Henderson moved to AFFIRM the action of the Planning Commission <br /> and deny the Variance , seconded by Councilman Norris and carried . <br /> (MINUTE ORDER #72 - 98 ) <br /> AWARD OF BID , Municipal Launching Ramp Pier . <br /> Approval had now been obtained from all agencies required prior to <br /> award of contract .
