Emerald Lakes-Redwood City Hillside General Plan - Tribune publication . <br /> Councilman Rhodes reported that at the last General Pim Steering <br /> Committee meeting , a resolution was unanimously passed to ask <br /> Council and Board of Supervisors for funds to publish the General <br /> Plan Report . He was assured by those familiar with publishing costs <br /> that the $3 , 000 requested was a bargain . He invited City ' s representa- <br /> tives on the study committee , Ken Schroeter and Warren Mitchell to <br /> add their comments . Planning Director Schroeter advised that one <br /> of the points made was wide distribution that would be achieved through <br /> publishing in tabloid form as a supplement to the Redwood City Tribune <br /> to reach all subscribers and all other homes in the Emerald Lakes area . <br /> He described the format and advised that the negotiated price of $ 3 , 000 <br /> was expected to be shared equally by City and County , or 51 , 500 each , <br /> Committee had also discussed need for preparing parts of the report <br /> in greater detail for use of staff in carrying out administration of the <br /> plan . He advised that 100% distribution was intended in the Hills area <br /> by the Tribune , but it was expected to be unavoidable that there will <br /> be a few who will not receive it . <br /> In response to question by Council , he indicated the Tribune would <br /> distribute to all homes , whether subscribers or not . After the plan <br /> is printed and distributed , he advised that for the plan to be adopted , <br /> it would be necessary to have one public hearing by the Planning <br /> Commission and one by Council . Vice -Mayor Henderson felt that it was <br /> important for the fact that it would be subject of public hearings to <br /> be publicized in advance . Councilman Rhodes indicated that as Chairman <br /> of the Committee he would see that the recommendation gets to the <br /> Committee . <br /> Vice -Mayor Henderson moved to authorize consideration of the proposed funding <br /> in the amount of $ 1 , 500 for one -half of the costs of publication of the <br /> General Plan Report , seconded by Councilman Leipzig and carried . <br /> (MINUTE ORDER #72 - 99 ) <br /> Councilman Rhodes indicated that from conversations with Supervisor Day , <br /> he was assured County has set aside its share of the costs , and he <br /> would report further next week . <br /> Petition from Emerald Hills 4H Club requesting amendment to City ' s regulations <br /> to provide certain exceptions for keeping of animals and fowl . <br /> Staff report indicated that at meeting of April 24 , Council referred the <br /> request to staff for review . City Attorney had submitted the ruling <br /> that "a statute makes an improper classification if it confers particular <br /> privileges or imposes peculiar restrictions upon a class arbitrarily <br /> 5-8-72 <br />
