City <br /> Manager responded that staff had not looked into facilities but did <br /> feel what was needed was a direct answer to the 4H question . He indicated <br /> the problem was one of policy decision, and of giving 4H an exemption <br /> which City Attorney advises cannot be done . He suggested Council may <br /> wish to consider the broader question of whether to include a number of <br /> other groups . <br /> Vice -Mayor Henderson moved to accept Staff report and recommendation, <br /> including further recommendation to ask staff to review further , and <br /> to ask the Ordinance Review Committee to study the Ordinance , seconded <br /> by Councilman Norris , <br /> Mrs . Angelo Ricci , 632 East View Way , reviewed <br /> the events that precipitated the request , <br /> beginning with complaint by a neighbor concerning <br /> rabbits which her sons were raising as members <br /> of 4H , leading to order by Building Department <br /> to dispose of the rabbits . She described <br /> subsequent efforts , including obtaining a large <br /> number of signatures on a petition supporting <br /> their activities , and learning that there was <br /> no provision in that Ordinance for a variance . <br /> Shetad also received a recommendation to submit <br /> a simple letter to Council requesting a change in <br /> the law , and this had led to the present <br /> appearance . She named a number of other cities <br /> in the County which she said had "farms " , and <br /> also noted that the County allows for keeping <br /> animals under Use Permit , <br /> Mr . Jim Mark, 628 California Way, asked what <br /> the situation would be with 4H members who have <br /> animals illegally , and expressed the hope that <br /> a way could be found for them to continue while <br /> a procedure was found to straighten out the problem . <br /> City Attorney commented that the City Manager had indicated quite well <br /> the necessity for a fairly quick response to the inquiry, and in the <br /> context in which it was presented . If it is to be referred to the <br /> Ordinance Review Committee a balance must be reached between different <br /> needs , such as health on the one hand , and educational benefits on the <br /> other . As far as present violations are concerned , he indicated these <br /> normally do not come to City ' s attention unless an enforcement agency <br /> perceives the situation , and then it must take action . <br /> Following brief additional discussion , motion carried .
