13 <br /> maximum area allowed in the Sign Ordinance by 238 square feet . Since <br /> the Sign Ordinance does not provide for variance procedure , approval by <br /> Council would necessitate an amendment to the Sign Ordinance , as well <br /> as issuance of a Revocable Permit , <br /> Mr . Walter Blum , an officer of Marine World , <br /> described the proposed sign , which he indicated <br /> had been approved by the Architectural Review <br /> Committee . He indicated the problem was with <br /> the size of the sign , which he felt , however , <br /> would not dominate the landscape , since the <br /> driveway was large , and the design fit the <br /> contours of the area . In response to question <br /> by Councilman Norris , he advised that while <br /> the sign would not be lighted , they might <br /> use spot lights for illumination of the sign . <br /> Mr . Bob Hill , 356 Bowsprit , was informed in <br /> response to his question , of the location of <br /> the proposed sign . <br /> Mr . Blum indicated their grand opening for <br /> Africa U. S . A . joining Marine World was scheduled <br /> for May 27th , and that considerable money was <br /> being spent for advertising and promotion . It <br /> would be desirable to have the sign in place <br /> on that date . <br /> During the discussion , City Attorney commented that the property was <br /> owned by the City and that the present sign was placed pursuant to <br /> Revocable Permit to ABC Marine World . He noted that the City Ordinance <br /> does not provide for exclusion of application of the Sign Ordinance to <br /> City- owned property , and that it would be necessary to amend the Code <br /> to provide that signs permitted to be installed on City property shall <br /> be exempt from provisions of this Ordinance . He suggested there may be <br /> other methods to achieve this , however . City Manager pointed out that the <br /> Ordinance had a maximum limitation and there was no provision for <br /> Variance and what was being asked of Council in this instance was judgment <br /> of the sign as to size and style within context of the use . <br /> Vice -Mayor Henderson moved to introduce Ordinance amending Section 3 . 79 of the <br /> Code of the City of Redwood City relating to exemption from the Sign <br /> Ordinance , seconded by Councilman Rhodes , <br /> Councilman Leipzig expressed concern that the Ordinance would not be <br /> effective in time for the grand opening , and City Attorney advised that <br /> it could be drafted so as to make retroactive the operative date . <br /> Mrs . Ruth Singleton , Redwood City resident , <br /> objected to the name on the sign , feeling <br /> this was derogatory to persons of African <br /> descent , <br /> Mr . Blum responded that in addition to animals <br /> indigenous to Africa they had imported for <br /> exhibit a number of items representative of <br /> the culture , and gave assurance there was no <br /> intention to offend any race . <br /> Mr . Bartolo Bruno , 477 Starboard Drive , did <br /> not agree the sign was attractive . <br /> Motion to introduce the Ordinance carried . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6716 AUTHORIZING AND <br /> 5-8-72 <br />
