M . in City Manager ' s Office , and <br /> on ROLL CALL, the following were noted present : Councilmen Mary W . <br /> Henderson , Robert E . Norris , William C . Rhodes , Ray A . Reggetts , <br /> City Manager described th purpose of the meeting as being principally a <br /> briefing for the new Councilmen on procedures , basic documents , organization <br /> and the like . He reviewed the list of documents which had gone forward <br /> to the new Councilmen ; including Municipal Code , Zoning Ordinance , Charter , <br /> Council Policy Notebook , etc . , along with Councilman ' s Handbook and Urban <br /> Policy Handbook .
