Allied with <br /> that was incompatibility of office , <br /> City Manager directed remarks to the new Councilmen who would shortly <br /> be attending the League of California Cities ' New Mayors ' and Councilmen ' s <br /> Institute , where Councilmen will be attending from all over the State . <br /> He indicated they would be a special group in some respects , in that perhaps <br /> there were one -fifth as many Charter Cities as General Law Cities . He <br /> compared the two types of municipal government as to advantages and disad- <br /> vantages . <br /> City Attorney informed the new Council Members that another function of <br /> Council was to sit as Annual Board of Equalization . Enactment by the City <br /> some years ago provided that the County would do all assessing for City <br /> purposes , However , with respect to General Improvement District No , 1 -64 , <br /> Council still sits as the Board of Equalization once a year . Another area <br /> of responsibility was exercise of police power , and examples were power to <br /> regulate buildings , adopt parking laws , and others . City Manw er pointed <br /> out for clarification that there were areas in the past where there has <br /> been conflict between cities and State , one of these , for example , being <br /> regulation of mobile homes . It was anticipated State would get into areas <br /> which in the past were clearly city matters . <br /> City Manager returned to the subject of the Charter , which could be consider- <br /> ed a city "Constitution " , and which should remain simple and direct in order <br /> to be useful . He felt that the Redwood City Charter was one of the less <br /> complex , and because a Charter is difficult to change , requiring vote of the <br /> people and ratification by the State Legislature to remove or add anything <br /> to it , it should be structured carefully . Among the advantages are the <br /> flexibility it gives to Council in conducting business , in structuring itself <br /> the way it wishes to , and particularly in ability to raise revenue . <br /> In response to question by Councilman Weymouth , City Attorney advised that <br /> the Charter can be amended by simple majority vote . <br /> City Manager then referred to the organization chart displayed , explaining <br /> in detail the relationship of the several segments , and the lines of <br /> authority . Commissions and Boards were listed in three categories : Advisory , <br /> administrative , and proprietary . Included in the advisory boards , which are <br /> charged with providing advice to Council were the Civic Cultural Commission , <br /> Park and Recreation Commission , Personnel Board and Planning Commission . <br /> Adj .
