City Mantr indicated that it was the intention to update the <br /> organization chart every six months . <br /> Councilman Rhodes initiated a discussion on the subject of a General Plan, <br /> which City Manager indicated is intended to be an expression of long-term goals <br /> of a community , and supposed to be a dynamic , flexible document . It was noted <br /> in the discussion that the Federal and State Governments are insisting on General <br /> Plan adoption by cities in order to achieve eligibility for funds . It was noted also <br /> that City Council had at the last budget sessions directed that development of <br /> such a plan go forward as professionally and rapidly as possible . <br /> The autonomous status of the Port Commission was discussed briefly . <br /> City Manager commented on the subject of labor relations which has substantially <br /> changed in a very short time . Only recently , the city management-employee <br /> relationship was more or less paternalistic , but has rapidly evolved from a <br /> somewhat social organization, with the City Manager generally making the <br /> presentation to Council on behalf of employees , to a highly organized , profession- <br /> ally represented group . He reminded Council that he represented Council as <br /> Employee Relations Officer , He said the meet and confer process was that special <br /> definition of collective bargaining in the Meyers-Milias -Brown Act . He explained <br /> that the actual negotiating process would be difficult in that the code of <br /> behavior has not fully evolved , and it was important to remember the necessity <br /> to maintain separate roles in what is rapidly becoming an adversary situation . <br /> He noted the right to strike in the private sector which in the case of certain <br /> classifications of public employees , i . e . , public safety and services , would <br /> affect the welfare of the citizens . <br /> At request of Mayor Keckley , City Attorney reviewed Section 27 of the Charter <br /> concerning non- interference between Council and City Manager , noting that in order <br /> to carry out Council ' s policies , he must have unfettered authority . <br /> City Manager commented briefly on the budget session scheduled for Saturday , <br /> indicating that in the format , he hoped to start with the budget message , which <br /> would be gone into in some depth , with questions invited as it proceeded . <br /> Councilman Weymouth moved to adjourn to Adjourned Regular Meeting , Saturday , <br /> May 13 , 1972 , 8 : 00 A .
