Planning in order to commence work on land use and traffic circulation elements <br /> of the General Plan , and initiate work on the waterfront element . Two <br /> additional positions are proposed for Public Works Department to assist in <br /> carrying out capital improvement program ; two clerical positions in Police <br /> Department in order to release equivalent time of two uniformed officers now <br /> assigned clerical duties , and two positions in the Fire Department - - one <br /> additional Battalion Chief in order to provide continuing overall departmental <br /> supervision on the basis of 8 -hour assignment , 40-hour week , and also the <br /> position of civilian Administrative Assistant , who would assume the <br /> responsibilities of staff assistant to Fire Chief to provide continuity <br /> in strictly administrative matters , and would not be involved in fire <br /> suppression in any way . <br /> In discussion of Emergency Employment Act Program ( EEA ) , City Manager <br /> indicated these trainee positions were not included in the budget , and that <br /> those in the program are being encouraged to enter private employment , so <br /> that as they move out , those vacancies can be filled by new trainees , as <br /> long as the funds hold out . <br /> In general to question by Council , City Manager advised that by the end of <br /> 1972 , it was hoped that the remaining two elements of the General Plan <br /> would be before either the Planning Commission or Council for consideration <br /> hearing , and it was expected that the General Plan would be in process of <br /> completion . Mayor Keckley noted that in adopting this part of the budget , <br /> Council in essence was making it definite to the general public that they <br /> desire to adopt a General Plan at the earliest possible date . <br /> A change in the responsibilityfbr the Police Youth Club was also being pro- <br /> posed , to relieve the Police Department of the basic responsibility of this <br /> recreational function except on ancillary basis . It was being proposed that <br /> an allocation be made , but by the end of the year , some basic arrangements <br /> be made to remove it from the Police Department , City Manager noted that <br /> the Club had grown over the years and was requiring increasing police time , <br /> while the function was basically recreational . A specific recommendation <br /> will be brought to Council at a later time . <br /> In response to question by Council , City Controller advised that the Club <br /> building was built by the Club with contributed funds , on City land , and <br /> that City pays the insurances For all practical purposes , therefore , it <br /> was owned by the City . <br /> City Manager advised in response to question that there would be space for <br /> the new personnel , and noted also that in the capital improvement program , <br /> there would be a proposal for acquisitial of property in the Civic Center <br /> 5- 13 -72 <br /> Adj .
