area which could be used on an interim basis for needed space . City Manager reviewed requests from the Chamber of Commerce for substantial additional funds . Proposed budget includes $2 , 000 in addition to the basic allocation of $15 , 000 , plus $4 , 000 for Christmas decorations . He indicated that one of the proposals of the Chamber was to develop a complete brochure , but it was felt they should get it put together , get prices , and show Council a mock -up and get specific approval . City Manager commented briefly on the request of Cultural Commission for a budget allocation , and the explanation as to why this was not included . It was noted that he and Mayor Keckley met with the Commission to attempt to clarify the situation and alleviate misunderstanding . City Manager reviewed a proposal for installation of an automated dial telephone system in City Hall , which would save an estimated 50% of the operator ' s time over the present system, and eliminate the expense of some fifteen private lines . It would also permit bypassing the operator for interdepartmental calls , thus saving time . Estimated annual increase in cost was $1 , 500 . 00 . Mayor Keckley ordered a ten-minute recess at 10 : 00 A . M . On resumption of the meeting , Mayor Keckley introduced two representatives of the Jaycee ' s , Mr . Jim Ziegler and Mr . George Fakhouri . They were requesting inclusion as in the past of funds to conduct the annual boat regatta , which they continue to sponsor every 4th of July, and for which there is no charge to the public . Costs were cited for trophies , promotion and insurance , and they were asking Council to continue its contribution for the event . In the discussion it was indicated the written request was for $1 , 000 in the expectation it would be reduced . City Manager felt there was a problem in communication , and indicated the Jaycee ' s neglected to respond to request for justification of request for funds . Vice -Mayor Henderson felt this was a desirable activity to support , but noted that the City did not simply dole out money and if it is felt the request is important enough , it should be timely and clearly stated so that it can get proper consideration . It was recommended by Mayor Keckley that the item be considered under Community Promotion , Discussion of the operating budget began with Financial Summaries . It was proposed that if questions arose on any of the activities , reference would be made back to detail of the report , otherwise Council would proceed through the budget with the understanding they were accepting that activity as presented . 5 -13 -72 Adj .
