Discussion followed relating to present <br /> costs due to losses . City Controller advised City had paid $ 5 , 700 in deductible <br /> for physical damage , which goes against the rating , City Manager commented <br /> further that the individual department heads do not have the time to develop <br /> a safety program . With the Analyst position , a uniform safety program can <br /> be developed , and this person would be responsible for keeping records , <br /> and for initiating and following through personnel actions . Councilman <br /> Williams noted that the government will be imposing new requirements on <br /> employers , requiring that very stringent records be kept . <br /> Councilman Weymouth moved to approve Personnel Administration as presented , <br /> seconded by Vice -Mayor Henderson and carried . <br /> General Services Administration , Councilman Weymouth noted proposal for <br /> acquisition of an offset printing press , and Assistant City Manager <br /> responded that the basic problem was that the present Xerox copier was <br /> being used substantially as a printing press , and that 40-50 , 000 copies <br /> were being run per month , and this is not what it was designed or intended <br /> for . He indicated costs would be cut in half , and that the City would <br /> probably realize a savings of $ 11 , 000 annually . City Manager noted also <br /> that use of the Xerox would be limited by means of a governor , so that no <br /> more than a given number of copies could be made . Assistant City Manager <br /> added also that the large model in the Police Departmet would be removed <br /> and the City Hall copier would be replced by a smaller model . <br /> Municipal Building Services , City Manager noted this was down due to <br /> reallocation of money that formerly was lumped under municipal activity . <br /> Vice -Mayor Henderson commented on improvements of employee facilities and <br /> City Manager advised this can be done by force account , once it determined <br /> what is to be done .
