City Manager added that many buildings were designated as shelters under the criteria that they served as protection from fall -out ; however , these same buildings could collapse in an earthquake . On resurvey of these structures , many buildings now designated as shelters will not qualify in certain kinds of disasters . Vice -Mayor Henderson questioned the fact that request for Capital Expenditure was almost $10 , 000 more than recommended . City Controller responded that there had been additional request for a generator , and this was included under Building Maintenance . Building Regulation . The program was essentially the same as the previous year , with increase to provide for additional microfilming and plan checking, as well as building abatement costs . With regard to comment concerning Sign Ordinance enforcement , City Manqpr advised that the EEA employee in Building Department is working on sign enforcement , and that if this effort was included , there would be an increase in the time devoted to sign regulation . Planning . City Manager indicated that it was proposed to allocate an additional Planner to the Planning Department staff , and to allocate $30 , 000 for consultant work on unfinished portions of the General Plan . It was felt that it would be appropriate at this point to consider the Cityls one -half share of funds toward the publication of the Emerald Lakes-Redwood City Hillside General Plan report . Councilman Rhodes moved to approve expenditure of $ 1 , 500 as City ' s share toward publication of the Committee ' s report , seconded by Vice -Mayor Henderson and carried . Community Promotion . City Manager suggested this would be the appropriate point to consider the request of the Jaycee ' s . City Controller indicated the request of Stambaugh House would come under "Non-Departmental " . There was general discussion, and City Manager noted that there are times when requests involving City expense are not easy to identify , such as occasions where labor is needed to set up bleachers , or where services of a police officer are requested . The matter of the request for contribution forthe July 4th weekend boat regatta was discussed briefly , and Vice -Mayor Henderson moved to approve $ 500 in funds for sponsorship by the Junior Chamber of Commerce of the annual boat regatta , subject to its being held , seconded by Councilman Weymouth and carried . 5 -13 - 72 Adj .
