31 <br /> Mayor Keckley ordered the meeting recessed for lunch at 12 : 00 noon . <br /> Meeting reconvened at 1 :30 P . M . <br /> Councilman Norris was invited to comment on his suggestion for a community <br /> newsletter , which had previously been presented to Council in form of <br /> a memorandum . Councilman Norris felt that the community should be informed <br /> of the City governmentts activities , and that with the advent of a long-range <br /> capital improvement program , a community newsletter would be the best way <br /> to communicate what the goals are . He suggested that this be distributed <br /> on a bi-monthly or monthly basis . He referred to the Redwood Shores ' <br /> "Pilot " which he felt was successful in making people aware of what is <br /> going on in Redwood Shores . <br /> In response to question by Mayor Keckley , City Manager advised that staff <br /> had done some work in connection with this proposal , but had in mind <br /> something somewhat different . At request of City Manager , Assistant City <br /> Manager detailed what was proposed . He indicated that in the beginning this <br /> was considered on the basis of a monthly newsletter , but because of the costs <br /> and other valid reasons , decided on a quarterly issue . The largest percentage <br /> of the costs would be in postage , although cost of staff time for preparation <br /> was not included in costs . City Manager added that in trying to publish monthly , <br /> it might be difficult to find enough significant items that frequently , to <br /> keep people interested . City Manager recommended that two issues be published <br /> the first year , noting that City does not have the equipment as yet . After <br /> Council discussed various methods of distribution to reach the greatest <br /> number of residents , it was felt that they could approve in concept and agree <br /> on funding, then ask staff to work out the details . Mayor Keckley suggested <br /> that possibly two issues could be published by the end of the fiscal year , <br /> and in the meantime , the possibilities could be examined as to the best <br /> manner of distribution . <br /> Councilman Weymouth moved to include $2 , 500 for a community newsletter on the <br /> premise that two issues be published during 1972 -1973 , seconded by Councilman <br /> Norris and carried . <br /> Community Center . City Manager commented that included in this budget was <br /> $17 , 140 for the purpose of starting to staff and operate the Center , assuming <br /> it is constructed by the last quarter of the fiscal year , and also that it <br /> will be jointly financed with the County . Personnel assigned in this part <br /> of the budget amounted to three , and allocation was made in the Library <br /> budget for opening the library in that Center .
