It was his feeling that the schools <br /> will have to consider maintaining their ground themselves . <br /> Recreation , City Manager noted under the heading, "Youth Program " , allocation <br /> should be changed to $159, 058 ; " Swim Pool Programs " reduced to $67 , 153 , and <br /> "Recreation Building Services " increased to $ 116 , 283 . <br /> Reference to Alfred Morton Community Park on Page 89 was noted by Council , <br /> with request it be changed to Red Morton Community Park as had been established <br /> by Council Resolution . <br /> Park and Recreation Commissioners James Knecht , Larry Schenck and Frank <br /> Guida were present , and concern was indicated regarding the Police Youth <br /> Club , which had been discussed earlier by Council . Initially there was <br /> some misunderstanding on the part of Mr . Knecht , and City Manager reviewed <br /> some of the comments made earlier for the benefit of the Commissioners . Mr . <br /> Guida indicated he had observed decline in the original concept of the <br /> Club to have police officers work with youth on a voluntary basis . He <br /> agreed that a full time officer assigned to the Club was costly . He <br /> indicated the Club is in process of reorganization . <br /> Library . City Manager responded to question by Council to advise that it <br /> is proposed to buy the building in which Personnel occupies space , which <br /> would provide space for additional library activities . <br /> Water System . In response to question concerning the term, " in lieu " , by <br /> Vice -Mayor Henderson, City Controller explained that if City had a private <br /> water system, it would be collecting property tax on facilities and <br /> franchise tax in lieu of business license . City Manager explained some of <br /> the advantages of a municipally owned utility , citing Palo Alto as an example . <br /> Sanitary Sewers . Mayor Keckley recalled concern expressed earlier by City <br /> Manager regarding time spent by City to maintain sewer laterals , and inquired <br /> whether it was intended to propose a change as to City ' s responsibility . City <br /> Manager advised this would be studied during the year , and a report made <br /> later . He wanted to determine whay Redwood City was different in this <br /> respect from other cities , whether the percentage of problems due to tree <br /> roots justified the procedure , and other favors .
