34 <br /> Parking , City Manager advised that work is being done on a study which <br /> proposes changing 10-hour meters to 5 cents an hour , and increasing fees for <br /> parking lots to $7 . 00 per month . Use of Bradford Street parking lot is <br /> also being studied , and it is hoped to coordinate these studies as to needs <br /> for spaces and kinds of spaces , and try to allocate uses properly . This <br /> will be part of a recommendation to Council . <br /> City Controller responded to question by Council , advising that fines for <br /> parking meter violations go into the General Fund , being part of a policing <br /> function , Only revenues from parking go into bond reduction . <br /> Municipal Marina , Mayor Keckley indicated there is some concern that at <br /> low tide , many of the boats are sitting out of the water , City Manager <br /> advised that it has been explained to them that it is expensive to dredge , <br /> and further , even if funds were there , a waterfront policy is being proposed <br /> and it is not known whether the marina will be proposed to be in another <br /> location , or not . <br /> Municipal Transit System . City Controller noted that $117 , 000 was included <br /> for purchase of new buses , and City Manager felt it may be possible to recover <br /> those funds under SB 325 . Application was made in February for next year . <br /> Because of the way the bill can be interpreted , however , City may be ineligible <br /> for funds and effort will be made to have the bill changed . Assistant City <br /> Manager noted the real problem comes down to definition of "owns and operates " , <br /> in that the City owns the equipment , but contracts for operation . <br /> Mayor Keckley called a five-minute recess at 3 : 35 P . M . <br /> Capital Improvement Fund , Vice -Mayor Henderson brought attention to reference <br /> to "Marine World Access Park " , under Capital Outlay Fund , and after brief <br /> discussion it was felt this should be called , "Redwood Shores Waterfront <br /> Access Park " , to avoid the implication that it provides access to Marine World , <br /> Vice -Mayor Henderson inquired whether funding was provided for landscaping <br /> El Camino Real , and City Manager indicated it had been , and that what was <br /> being presented was only part of the program . When the 5-year Capital Improve - <br /> ment program is presented Council would be able toEee the entire project . <br /> He commented briefly on that presentation to be made , He indicated there <br /> would not be specific amounts of cost for undergrounding because the <br /> Committee had not been in existence long enough . That concept of doing El <br /> Camino Real totally is the goal , Vice -Mayor Henderson noted that tree planting <br /> formerly was a separate item, and was advised by City Manager this would be <br /> included , He indicated there would be reference in a separate section of the <br /> 5 -13 - 572-year budget to items such as widening of Alameda , grade separation of Woodside <br /> Adj .
