35 <br /> Expressway , the Civic Center and Treatment Plante Priorities will be <br /> worked out and sources of funds researched . In some cases , this may mean <br /> long-term borrowing . Vice-Mayor Henderson asked if funds from GID 1-65 <br /> could be used to correct the problem of storm drain grates with respect <br /> to bicycle riders , City Manager responded that the program may not indude <br /> some things that are important to Council , partly due to the fact he was <br /> unaware of some of them . He also indicated that the order of priority <br /> could be changed to suit Council . He agreed that the correction of the <br /> grates should be in the budget process , and understood that the estimated <br /> ces t was $30 , 000 . He suggested that by use of Gas Tax Funds , the State <br /> would be making similar corrections in coordination with the City at <br /> the same time . <br /> Mayor Keckley inquired whether there had been any decision on an ecology <br /> center for Redwood City, and City Manager indicated there was not , as <br /> yet , and there would not be any information on this in the Capital <br /> Improvement Program . He noted , however , that every year , Council will <br /> be looking five years ahead . If something is not in the budget , it did <br /> not mean it could not be . All Council would do specifically would be to <br /> approve the next year , and approving in concept the other proposals , so <br /> that staff can proceed and do preliminary work on those , in addition to <br /> other projects that had not even been brought up . A recycling center <br /> might fall in that category . <br /> In response to comments by Councilman Weymouth , City Manager advised that <br /> it was proposed to increase by 5% a year the amount of money devoted to <br /> capital improvement , so that at the end 55% would go to capital improve - <br /> ments and 45% to general . He noted the Capital Improvement Budget was <br /> scheduled for June 10 , and effort would be made to get it to Council before <br /> the first week in June . <br /> Mayor Keckley invited Council to comment on any part of the budget where <br /> further discussion might be appropriate . <br /> Councilman Williams referred back to Community Promotion , concerning <br /> allocation of $ 500 for the Lions Club annual go-cart race . In the <br /> discussion , he recalled that they had requested $ 500 in 1971 , and upon <br /> receiving report of their expenditures , saw ti- a. t the City had underwritten <br /> the entire cost of the activity down to the most minor expenses . Since <br /> it was his understanding the policy of the City was to help promote these <br /> functions , not to subsidize , Councilman Williams moved that the allocation <br /> should be removed from the budget , seconded by Councilman Weymouth and <br /> carried .
