Vice -Mayor Henderson suggested that for any requests <br /> of this kind , there should be a requirement that each year they submit a <br /> budget request for inclusion in funding , showing how they intend to use <br /> the money . City Manager indicated he agreed with this recommendation . <br /> General Improvement District 1 -64 . At request of City Manager , the City <br /> Controller briefly reviewed this activity . <br /> Mr . Grant Ross referred to Reserves for Bond Service <br /> for 1973 , and questioned necessity for available <br /> balances under Reclamation Bonds and Facility Bonds , <br /> if no activity expected in Redwood Shores this year . <br /> City Controller advised that reserves are necessary to cover tax delinquencies , <br /> money to pay bond service when it becomes due , and also that fees for <br /> fiscal agents would come from those funds . In response to further question <br /> from Mr . Ross , he indicated that City budgets 4% as a delinquency factor , <br /> but because of the fewer number of homes in Redwood Shores that percentage <br /> is not taken . <br /> Under Revenues , the estimated income from Swim Pools was noted , and City <br /> Controller indicated this represented a change in how this revenue was <br /> being shown , but there was no change in operation . Councilman Norris requested <br /> an example of what was meant under Parking District Funds -- Sale of real or <br /> personal property . City Controller mentioned the Bradford Marshall lot , <br /> where , rather than sell the lot outright to the general public , it is on a <br /> lease-purchase basis , and this represents payments . <br /> Vice -Mayor Henderson moved to approve the budget as amended for consideration <br /> at a public hearing on June 19, 1972 , seconded by Councilman Williams and <br /> carried . <br /> Councilman Rhodes moved to adjourn the meeting , seconded by Councilman Williams <br /> and carried .
