Sidewalk Repairs at City Cost . <br /> SB 490 would require cities to maintain and repair sidewalks and <br /> prohibit them from requiring the owners of abutting lots from paying <br /> the cost thereof . It is estimated that for this City, alone , some <br /> $25 , 000 to $ 50 , 000 per year additional burden to all taxpayers would <br /> be incurred as a result of enactment of SB 490 . The Committee <br /> recommended opposition to SB 490 . <br /> 8 , Bicycles - Hazardous Grates Prohibited . <br /> AB 1101 would provide that , commencing on January 1 , 1973 , the State , <br /> counties and cities shall install on highways , roads and streets only <br /> those types of grates which are not hazardous to bicycle riders . As <br /> presently drafted , the bill does not provide for any State funding . <br /> Therefore , the anticipated substantial costs required by the bill would <br /> have to be borne by the local taxpayers insofar as city streets are <br /> concerned . As presently drafted , the Committee did not recommend support <br /> of AB 1101 . However , the Committee was of the opinion that AB 1101 <br /> does have substantial merit in that it provides protection for a sign- <br /> ificant portion of our population . The Committee , therefore , recommended <br /> that the Council support an amendment to the provisions of AB 1101 which <br /> would provide that the costs incident to compliance with the Act may be <br /> paid with gas tax funds . Vice -Mayor Henderson also suggested that a <br /> letter be sent to the author of the bill recommending that an amendment <br /> to the Bill be made . Copies of this letter to be sent to Senator <br /> Gregorio and Assemblyman Arnett , <br /> 9 . Private Construction - Public Liability . <br /> SB 874 provides that a city or county which has issued a building <br /> permit for residential construction shall be liable for the cost of <br /> repairs , and actual damages , to any person lawfully on the premises <br /> where such repairs or injury are caused , or made necessary by, the <br /> construction of the building in violation of building code requirements . <br /> - The bill would substantially expand the scope of liability of local <br /> public agencies to include circumstances where the public entity <br /> could be liable for code violations of private parties on private <br /> property in constructing private buildings . The Committee recommended <br /> opposition to SB 874 . <br /> 10 . County Service Areas . <br /> AB 974 would permit proceedings for the establishment of a county service <br /> area to be instituted by a written request in the form of a resolution <br /> adopted by a city council . AB 974 would provide a vehicle whereby <br /> 5-15-72 <br />
