The Committee urges a "No " vote on Proposition A ( regional ) . Vice-Mayor Henderson suggested that , if Council concurs , letters be sent to Senator Gregorio and Assemblyman Arnett along with letters to the Editors of the Redwood City Tribune and San Mateo Times regarding their standing on this proposition . 4 . Employer-Employee Relations . The Committee reviewed a number of bills relating to employer-employee relations in the municipal sector . AB 1850 , proposed by the League of Calif- ornia Cities , would among other matters , ( 1 ) define the scope of representation, reserving to public agencies specified managerial rights ; (2 ) establish a State Public Employement Relations Commission which would determine in disputed cases appropriate employee representation units , arrange for and supervise secret ballot elections to elect recognized employee organizations , resolve contested matters regarding certification of such organizations , establish mediator and fact- finding panels , and perform other similar functions ; and (3 ) provide for mediation and fact -finding in impasse situations . The Committee recommended a positive action in supporting AB 1850 . AB 206 , AB 2142 , AB 2252 and SB 360 , all fall within the category of special privilege acts which disregard the individual problems of local entities in coping with employer-employee relations . The Committee recommended opposition to AB 206) AB 2142 , AB 2252 and SB 360 . Vice-Mayor Henderson felt that the positions of the Committee at present was consistent with past recommendations . 5 . Neighborhood Facilities . SB 744 would authorize the Department of Housing and Community Development to make grants to local public bodies or agencies to finance , within specified limits , the partial costs of development of neighborhood facilities in connection with Federal grants for such purposes . The bill limits such grants to $ 50 , 000 or an amount not to exceed one-half of the total local share cost of any neighborhood facility , whichever is less , and also provides that no grants shall be made unless such project includes a child care center . The Committee recommended support of SB 744 . 6 . Campers - Living in on City Streets Permitted . SB 437 would add a new section to the Vehicle Code providing that any local regulation of motor vehicles shall apply with equal force and effect to all properly licensed motor vehicles , and " shall not prohibit any lawful use for which a motor vehicle was designed and licensed . " In effect , the bill would permit campers , trailers , and similar vehicles to be used as living quarters while on City streets , and render invalid local ordinances to the 5- 15-72
