4a <br /> provide that the California Toll Bridge Authority could not construct the <br /> Southern Crossing Bridge without further specific approval by the California <br /> Legislature . The Committee urges a "No " vote on Proposition A ( regional ) . <br /> Vice-Mayor Henderson suggested that , if Council concurs , letters be sent to <br /> Senator Gregorio and Assemblyman Arnett along with letters to the Editors <br /> of the Redwood City Tribune and San Mateo Times regarding their standing <br /> on this proposition . <br /> 4 . Employer-Employee Relations . <br /> The Committee reviewed a number of bills relating to employer-employee <br /> relations in the municipal sector . AB 1850 , proposed by the League of Calif- <br /> ornia Cities , would among other matters , ( 1 ) define the scope of representation, <br /> reserving to public agencies specified managerial rights ; (2 ) establish a State <br /> Public Employement Relations Commission which would determine in disputed <br /> cases appropriate employee representation units , arrange for and supervise <br /> secret ballot elections to elect recognized employee organizations , resolve <br /> contested matters regarding certification of such organizations , establish <br /> mediator and fact- finding panels , and perform other similar functions ; and <br /> (3 ) provide for mediation and fact -finding in impasse situations . The Committee <br /> recommended a positive action in supporting AB 1850 . <br /> AB 206 , AB 2142 , AB 2252 and SB 360 , all fall within the category of special <br /> privilege acts which disregard the individual problems of local entities in <br /> coping with employer-employee relations . The Committee recommended opposition <br /> to AB 206) AB 2142 , AB 2252 and SB 360 . Vice-Mayor Henderson felt that the <br /> positions of the Committee at present was consistent with past recommendations . <br /> 5 . Neighborhood Facilities . <br /> SB 744 would authorize the Department of Housing and Community Development <br /> to make grants to local public bodies or agencies to finance , within specified <br /> limits , the partial costs of development of neighborhood facilities in connection <br /> with Federal grants for such purposes . The bill limits such grants to $ 50 , 000 <br /> or an amount not to exceed one-half of the total local share cost of any <br /> neighborhood facility , whichever is less , and also provides that no grants <br /> shall be made unless such project includes a child care center . The Committee <br /> recommended support of SB 744 . <br /> 6 . Campers - Living in on City Streets Permitted . <br /> SB 437 would add a new section to the Vehicle Code providing that any local <br /> regulation of motor vehicles shall apply with equal force and effect to all <br /> properly licensed motor vehicles , and " shall not prohibit any lawful use <br /> for which a motor vehicle was designed and licensed . " In effect , the bill <br /> would permit campers , trailers , and similar vehicles to be used as living <br /> quarters while on City streets , and render invalid local ordinances to the <br /> 5- 15-72 <br />
