3 <br /> by Councilman Leipzig and carried on roll call vote , Mayor Keckley being <br /> noted absent , <br /> Legislative Committee Report (Vice --Mayor Henderson , Chairman) on proposed or <br /> pending legislation considered at meeting of May 9 , 1972 . (For full text - <br /> see City Clerk ' s File - Legislative Committee ) <br /> 1 , Federal Revenue Sharing , <br /> HR 14370 , the State and Local Fiscal Assistance Act of 1972 represents <br /> a compromise bill which has been sufficiently successful to be reported <br /> out of the House Committee on Ways and Means . The bill would require <br /> that funds distributed to local governments must be used for (1 ) <br /> maintenance and operating expenses for public safety , and (2 ) capital <br /> expenditures for sewage collection and treatment , refuse disposal <br /> systems , and public transportation , Committee recommended support <br /> of HR 14370 as an effective approach in relieving local tax burdens <br /> in providing for municipal services and facilities , Vice -Mayor <br /> Henderson did note that correspondence had been received that this <br /> bill is going to be heard at a meeting of the House Rules Committee <br /> on May 16 , 1972 at which time it faces defeat , She , therefore , <br /> requested that Staff and Council make calls and send wires to the <br /> Committee expressing our views , if Council approved Committee ' s <br /> recommendation . <br /> 2 , Pollution Initiative . <br /> Proposition 9 would , among other matters , prohibit the construction <br /> of new nuclear power plants for five years , invoke questionable <br /> standards for automobile exhaust emissions , diesel fuel oil , gasoline <br /> lead content , and ban a significant number of pesticides . The <br /> Committee believes that the proposition represents an " over-reaction " <br /> to fear of damage to the environment , without adequate balancing of <br /> the practical aspects of the population press and its concomitant <br /> complex problems in our State . The Committee recommended oppostion <br /> to Proposition 9 . Vice -Mayor Henderson suggested that , if Council <br /> concurs , letters be written to the Editors of the Redwood City <br /> Tribune and San Mateo Times regarding Council ' s standing on this <br /> proposition . <br /> 3 . Southern Bay Crossing . <br /> The Committee has heretofore reviewed the issue of constructing a <br /> Southern Bay Bridge Crossing , recommending opposition to construction <br /> of a South Bay Bridge , at least until such time as comprehensive <br /> studies involving all aspects of the transportation problem of the <br /> area be completed . A no vote on Proposition A ( regional ) would <br /> 5-15-72 <br />
