Form an association whereby each property <br /> owner would place a pro- rated share of the <br /> total cost into a construction fund , with <br /> the City administering the contract . However , <br /> it is doubtful that there would be 100% owner <br /> participation . <br /> 5 . The Council accept the quit- claim deed , have <br /> the fence removed , and the strip landscaped in <br /> such a manner as to effectively screen the properties , both <br /> as to sight and noise , from the expressway . <br /> Repairs on the fence would be rather extensive since it would not be <br /> replacing the grape stakes but would involve post replacement and perhaps <br /> foundations for the posts . <br /> City Manager further detailed his report concerning resolving this <br /> matter with the various alternatives possible but also felt equitable <br /> funding would involve more expenses than cost of replacing fencing, in <br /> the one instance , improbability of all property owners volunteering <br /> for cost of reconstruction of fence , etc . , and why he felt it to be <br /> better to give them a chance for one year to attempt to resolve themselves <br /> and also leave time for City to include in budget for next year if not <br /> resolved and decision made thereafter for either reconstructing fence , <br /> or consideration be given for removal and landscaping be considered instead . <br /> Assistant City Manager reported on meeting he had attended with some <br /> fifteen property owners present out of a total of twenty - seven , signifi - <br /> cantly indicating number of absentee property owners . He also reported to <br /> Council they had been specifically advised as to the alternatives available <br /> to them . <br /> Councilman Henderson moved to accept the report and authorize implementa- <br /> tion of the recommendation of accepting the quit - claim deed and agree <br /> to maintain the fence if the property owners restore it to an acceptable <br /> state . If the property owners do not repair the fence by July , 1973 , <br /> it is recommended that the City consider then removing the fence and <br /> landscape the strip , seconded by Councilman Weymouth and carried . <br /> (MINUTE ORDER #72 -112 ) <br /> ABAG REGIONAL PLANNING AREA - SONOMA COUNTY REQUEST REPORT - VICE--MAYOR <br /> HENDERSON, City ' s representative to ABAG .
