53 <br /> Hill Boulevard Traffic Signals and Alameda de las Pulgas -Jefferson <br /> Intersection and Traffic Signals . Funds were budgeted and are <br /> available from the Special Gas Tax Street Improvement Fund for <br /> this first phase under the TOPICS Program , <br /> PROPOSED RELINQUISHMENT of certain right - of-way by State Division of Highways , <br /> vicinity of Whipple Avenue and Veterans Boulevard , was discussed briefly , <br /> City Manager noted this intersection will be the subject of consideration <br /> in the capital improvement program as a direct result of completion of a <br /> Traffic Circulation Element to the General Plan, and due to the fact that <br /> such consideration may result in some major revisions to the intersection <br /> of the adjacent interchange , it was being recommended that the State be <br /> requested to delay the subject relinquishment until such time as questions <br /> regarding the improvements are resolved to the satisfaction of both the <br /> State and the City . <br /> Mayor Keckley noted minor improvements which he felt could be made at <br /> the Whipple -El Camino intersection since major changes apparently are <br /> some years away in way of better signing at a longer distance from signal , <br /> for directional instructions to proper lanes for going Northward to the <br /> center lane and Southward lane . City Manager agreed as to traffic hazards <br /> in this intersection and would be part of the minimum improvements to be <br /> recommended for other intersections as well for better signing , signal <br /> timings , some further stripings , to be presented in the capital improvement <br /> program as interim measures pending final changes . <br /> Councilman Henderson moved to accept the City Manager ' s report and recommenda- <br /> tion to so request the State for a continuance , seconded by Councilman <br /> Norris and carried on roll call vote . (MINUTE ORDJ:H #72 -111 ) <br /> REPORT REGARDING FENCING separating private property from Woodside Road Express - <br /> way was expounded upon regarding the five recommendations the City Manager <br /> listed in his report submitted to Council : <br /> 1 . The Council accept the quit -claim deed and <br /> appropriate the necessary funds to repair <br /> and maintain the fence . <br /> 2 . The property owners be required to fund the <br /> repair with the City then assuming maintenance . <br /> This could be done by assessment district to <br /> insure the equal participation of all properties <br /> affected . The project , however , may well be <br /> too small to justify the use of assessment <br /> district proceedings . <br /> 3 . Each owner do such repair work to the fence <br /> as necessary , adjacent to his property . This <br /> 6- 5-72 <br />
