Henderson , <br /> Robert E . Norris , William C . Rhodes , Ray A . Weymouth , James S . Williams , <br /> Mayor Paul C . Keckley and City Clerk Marian McCrindle . Councilman <br /> Marguerite Leipzig was noted absent ( entered the meeting at 8 : 10 a . m . ) <br /> Also noted present were City Manager James M . Pales , Jr . , Assistant ty <br /> Manager James M . Smith , City Controller Jack Ference and Deputy City <br /> Clerk Frances I . Reggetts . <br /> At request of Mayor Keckley , City Manager proceeded with presentation of the <br /> CAPITAL IMPROVEMENT PROGRAM 1972 --3 THROUGH 1976 --77 , beginning with Program <br /> Message . Introduction in the first portion was basically an explanation <br /> of what the program is supposed to do and how it related to planning <br /> municipal needs in the ensuing five years . Specific approval was being <br /> requested for only the 1972 -- 1973 portion of allocation and approval in <br /> principle of the remaining four years , thus for each year there would <br /> always be a plan , subject to review , for the following year . Under the <br /> Expenditures portion , he indicated that if assumptions are valid , the <br /> majority of the projects in the program could be paid for on a "pay- as -you - on <br /> basis . One specific area had been included for consideration which would <br /> require long term financing , for Water System Improvements during the <br /> latter part of the 5 -year period . <br /> 6 - 17 -72 <br /> Adj .
