Mayor Keckley called the meeting to order at 8 : oo a . m . ON ROLL CALL , the following were noted present : Councilmen Mary W . Henderson , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley and City Clerk Marian McCrindle . Councilman Marguerite Leipzig was noted absent ( entered the meeting at 8 : 10 a . m . ) Also noted present were City Manager James M . Pales , Jr . , Assistant ty Manager James M . Smith , City Controller Jack Ference and Deputy City Clerk Frances I . Reggetts . At request of Mayor Keckley , City Manager proceeded with presentation of the CAPITAL IMPROVEMENT PROGRAM 1972 --3 THROUGH 1976 --77 , beginning with Program Message . Introduction in the first portion was basically an explanation of what the program is supposed to do and how it related to planning municipal needs in the ensuing five years . Specific approval was being requested for only the 1972 -- 1973 portion of allocation and approval in principle of the remaining four years , thus for each year there would always be a plan , subject to review , for the following year . Under the Expenditures portion , he indicated that if assumptions are valid , the majority of the projects in the program could be paid for on a "pay- as -you - on basis . One specific area had been included for consideration which would require long term financing , for Water System Improvements during the latter part of the 5 -year period . 6 - 17 -72 Adj . Reg .
