He indicated if it is to be developed , it <br /> would be a cost - sharing situation at least with the County . <br /> Elfriede Parkinson , member of Civic Cultural Commission , inquired whether <br /> there would be recommendation at the Easter Bowl for a fine arts facility . <br /> Mayor Keckley advised this Mould depend on how the property is developed . <br /> Palm Neighborhood Part. . It was felt this area was deficient in park <br /> facilities . Councilman Rhodes felt that since it lies between schools <br /> and playgrounds that it should be restored to the tax roils and allowed <br /> to be developed by private interests . In response , Council pointed <br /> out that playgrounds do not serve the same purpose as parks , and that <br /> the area was lacking in facilities for a park . Planning Director <br /> noted that the Park and Recreation Commission took into account this <br /> area had the highest concentration of child population . Councilman <br /> Williams felt in view of this fact that the item should be moved up <br /> on the list of priorities . <br /> Hoover School . Because the City has made sizeable expenditure in <br /> this area no allocation was proposed until 1976 -77 , for parking, lot <br /> installations in addition to which another major proposal had been <br /> made for improved water facilities in the area , which for practical <br /> reasons should be done first . <br /> Massachusetts - Fern side Park . Proposed facility is on San Francisco <br /> right of way , and this particular parcel is large enough so that <br /> development of a park is feasible with respect to benefits in rel. a.ti_ on. <br /> to maintenance costs . <br /> U IBUDGETED ITEMS REQUIRING POLICY DIRECTION <br /> Proposed la.terf .ront Park . This is in preliminary proposal stage and <br /> it is not presently known what will be on it . City Manager advised <br /> that acquisition and development should be a multijurisdictional <br /> undertaking . Status of proposed golf course was briefly discussed . <br /> Proposed State College Vilderness Park . City Manager advised this <br /> was included for policy direction . Apparently the State is finding <br /> the site a problem and would like the City to take it over for a <br /> limited time . He felt that if the City has only .five years for use <br /> of the area , and it required two years to develop , there was a question <br /> of whether it would be worthwhile . He felt from a fire protection <br /> standpoint , it might be of benefit . Following some discussion , it was <br /> indicated by some of the Council members that the benefits would not <br /> be acceptable considering the costs . Councilman Norris moved that as <br /> 6 - 17-72 <br /> Ad j . Reg . Mtg . <br />
