At suggestion of Vice -Mayor Henderson , motion <br /> was amended by maker of the motion to include the fact that primary <br /> interest was in pursuit of a State College , and seconded . Mayor <br /> Keckley indicated his opposition to the motion, feeling that it would <br /> close doors , and that discussions should continue with the State . He <br /> believed that there may be a lengthy time before the area is developed <br /> into a major college . Councilman Leipzig concurred and felt that parks <br /> were needed . After additional discussion motion carried , Councilman <br /> Leipzig and Mayor Keckley voting no . (MINUTE ORDER 72 - 11n ) <br /> City-Wide Hiking , Riding and Bicycle Trails . It was recommended that <br /> Planning , and Parks and Recreation Departments and Commissions be <br /> requested to review and make recommendations regarding use of San <br /> Francisco Water Dept . right of way for hiking , riding and bicycle trail <br /> system . A member of the audience questioned why there were no recommenda - <br /> tions for facilities for motorcycles and mini bikes , and felt these should <br /> be considered so as to take these vehicles out of residential areas and <br /> provide supervision . City Manager responded there had been suggestions , <br /> and a possible private development at Bayside . Councilman Norris noted <br /> that the area of the oxidation ponds in Redwood Shores was drawing <br /> mini bikes and motorcycles , and felt the problem will exist whether <br /> provisions are made or not . In the discussion , Acting Recreation <br /> Director advised Council of a Bill by Assemblyman Z ' Berg whereby <br /> registration by cities of off- street vehicles , including mini bikes , <br /> the city would get $4 . 00 back for development of trails , and if each <br /> city pooled its funds through the County, there could be a joint <br /> development of facilities . It was estimated there were approximately <br /> 250 , 000 vehicles in the County , which would amount to a substantial <br /> amount of money from registrations . <br /> Mayor Keckley ordered a ten-minute recess at 10 : 50 a . m . <br /> Sewage Treatment Plant Improvements . 1972 --73 budget recommendation. <br /> would provide for allocation of * 17 , 000 for monitoring stations . <br /> There was inquiry from the audience concerning odor from the treatment <br /> plant , and it was noted that recently the digester unit had been cleaned <br /> and this problem had been alleviated considerably since then . <br /> Storm Drain Improvements . City Manager advised the proposals would <br /> be funded from remaining GID funds , and balance from Sales Tax Capital <br /> Improvement Funds . In addition to Cordilleras Creek and Catch Basin <br /> Siphon Conversions , it was proposed to convert storm drain grates <br /> where they are hazardous to bicycles within the 1973 -71+ year , in anti - <br /> 6- 17 -72 <br /> Adj .
