' U General Improvement District fl-o . 1 -- 61 , City Manager advised that included were items that it was t,nown needed to be done , One project that it was hoped to accomplish at an early date was Interior Waterways as a top priority item , and it was proposed that Park and Recreation Facilities funds be allocated for at least part of it , with the view of making the Waterways a valuable part of the recreation system . Councilman Henderson inquired with r. erard to the services of DMJM, and City Manager advised that it was not intended to exclude the possibility of using their services for design but this would be under a new contract . In response to concern expressed regarding expansion of the oxidation ponds , City Manager advised that a better way to express this proposal would be " oxidation pond modification `? . Councilman. Henderson felt that with respect to Estero MID Water Connection that this was a questionable expenditure and asked for assurance this would be beneficial to that part of the community . City Manager responded that there would be benefit from a fire protection point of view , and this could not be done through Belmont because of the Freeway . There was a question from the audience with regard to street lighting improvements in Friendly Acres and Center Street area . City Manager advised that this was one thin- previously mentioned where the proposals should be in writing , was the area of operations of the Utilities Advisory Committee , and their recommendations , when completed , would include not only utilities in terms of under grounding , but also a periodic review of street lighting situation . This would be an on- going kind of review that staff will be conducting with PG&E covering the entire City , and input from citizens and citizens groups would be welcomed . Councilman Henderson moved to accept the Capital Improvement Budget for 1972 -73 , and in concept the program for 1973 through 1977 , seconded by Councilman Williams and carried . Councilman.
