76 <br /> City Controller continued his review , advising that also added to the Budget <br /> following the Saturday session under Capital Improvement Program were : <br /> for 1972 -73 , Water System Improvements , Emerald Lakes Water System Improve - <br /> ments , $16 , 000 ; Friendly Acres Water System Improvements , ; 27 , 00C Tele -- <br /> metering , a46 , 0 , Treatment Plant , 17 , 000 . These were moved into <br /> 00� anc� .,. reaamen ., ,_: ... <br /> the Operating Budget . <br /> Councilman Henderson moved to approve these additions , seconded by Councilman <br /> Leipzig and carried . (MINUTE ORDER #72 - 123 ) <br /> Councilman Henderson rioted an item under communications , from Community <br /> 'ducation Center , requesting inclusion of $ 1 , 000 in the budget for <br /> their program , and City Manager confirmed that this had been included . <br /> Mr . Leslie L . Riddell , 559 Skiff Circle , representing <br /> the Chamber of Commerce , indicated communication had <br /> been sent from Joseph Mell , President , requesting <br /> allocation to Chamber of Commerce be increased for <br /> promotional purposes , and asked Council ' s favorable <br /> consideration . <br /> Councilman Henderson noted that appropriation for the Chamber of <br /> Commerce had already been increased $2 , 000 for the purpose of industrial <br /> promotion from the annual appropriation of $15 , 000 and indicated she <br /> sympathized with the request , but felt it was necessary to make the <br /> business community aware that it was important for them to seek a <br /> technique of funding activities outside support of the C ;_ ty . Mayor <br /> Keckley described his experiences recently in a number of cities , where <br /> he found that in most cases the cities supported their Chambers of <br /> Commerce in varying percentages . <br /> Mr . Riddell reviewed their expansion in the past five <br /> years , in membership drive efforts , greater membership , <br /> and increasing costs . <br /> Councilman Williams spoke in support of the request , having seen a <br /> significant change in the Chamber of Commerce , including Increase in <br /> membership and increase in their budget . <br /> Councilman Williams moved to include in the Budget an additional 53 , 000 for <br /> Chamber of Commerce , over and above the $2 , 000 increase , seconded by <br /> Councilman Leipzig . Councilman Weymouth spoke in support of the motion , <br /> noting the membership drive efforts and endeavors to build its income . <br /> He also felt that the Chamber of Commerce was very essential to the <br /> community . Mayor Keckley also spoke in favor of the motion . Following <br /> additional brief discussion, motion carried , Councilmen Henderson and <br /> Rhodes voting no . (MINUTE ORDER. #72 -124 ) <br /> Councilman Norris moved to close the public hearing , seconded by Councilman ._ <br /> Weymouth and carried . <br /> City Attorney asked that the record show that the changes made were <br /> incorporated in the Budget . <br /> 6-19-72 <br /> Reg .
