Councilman Henderson moved to adopt the folloing Resolutions , seconded
by Councilman Weymouth and carried on roll call vote :
RESOLUTION NO . 6750 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT
WITH THE COMMUNITY EDUCATION CENTER FOR PERFORMANCE OF CERTAIN
COMMUNITY ACTIVITIES .
RESOLUTION NO , 6751 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT
BETWEEN THE CITY OF REDWOOD CITY AND THE SAN MATEO COUNTY CONVENTION
AND VISITORS BUREAU FOR PROMOTIONAL SERVICES .
RESOLUTION NO , 6752 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT
WITH SAN MATEO COUNTY ECONOMIC OPPORTUNITY COMMISSION AND "PROBE "
COMMU NITY CENTER .
RESOLUTION NO . 6753 RENEWING AGREEMENT BETWEEN THE CITY OF RED JOOD
CITY AND THE REDWOOD CITY DOWNTOWN ASSOCIATION.
RESOLUTION NO . 6754 APPROVING AND AUTHORIZING EXECUTION OF AMENDMENTS
TO GROUP MAJOR MEDICAL EXPENSE INSURANCE POLICY PROVIDING FOR CERTAIN
DENTAL BENEFITS , MEDICAL BENEFITS AND HOSPITAL SERVICES FOR EMPLOYEES
OF THE CITY OF REDWOOD CITY .
Proposed Ernplo ver- ; . pl oyee Relations Resolution . (For report by City
Manager to Council , see City Clerk ' s file Personnel - Cmployee
- Organizations ) City Manager briefly reviewed his report relating to
the proposed resolution , which he pointed out had been in process of
preparation since the previous Fall . It would provide a basic set of
rules and regulations to create an advantageous and workable environ-
ment for the field of Employer-Employee relations in the City . This
type resolution had become a practical necessity by virtue of adoption
of the Meyers -Milias -Brown Act . The proposal had been presented to the
various employee organizations .
Mr . David Leahy , attorney practicing in San Jose ,
advised he represented the employee groups , and that
they endorsed the resolution after having had a full
opportunity to discuss it with City ' s representatives .
He indicated there were a couple of areas where
exercise of mutual good faith will be required , par-
ticularly in areas covered in City Manager ' s report ,
such as elimination of Personnel Board to be substi -
tuted by an Appeals Board , and he felt this was
workable . He noted also a number of areas had been
established as a result of Meyers-Milias-Brown Act
out of negotiations .
Following brief discussion, Councilman Henderson moved that Council
give initial approval to the Employer- D ployee Relations Resolution
as proposed by City Manager , seconded by Councilman Rhodes and
carried . (MINUTE ORDER #72 -130 )
6-26-72
Reg . Mtg .
