7 <br /> Councilman Norris moved that Staff be directed to investigate <br /> formulation of an advisory committee , seconded by Councilman <br /> Rhodes . Councilman Henderson indicated opposition to the motion <br /> at this time , since she felt one of the more serious problems with <br /> the development was its removal from direct contact with all <br /> seven members of the Council . Motion FAILED . <br /> Clay Shank, 540 Compass Circle , inquired <br /> when investigation by Staff would begin . <br /> Mayor Keckley indicated that as noted earlier this was already in <br /> progress . In regard to length of time required for Staff to present <br /> conclusions , City Manager indicated timing would depend upon whether <br /> Council desired a greater or lesser chance of success , and because <br /> of the complicated nature of the District , adequate time would <br /> give better assurance of legal and fiscal feasibility . It appeared <br /> to be the consensus that Staff should be given sufficient time to <br /> make its investigation and prepare recommendations . <br /> H . W . Littell , 475 Starboard Drive , commented <br /> with regard to relationship of City and developer . <br /> Request for ratification and approval of extra work in connection with <br /> relocation of 15 " relief sewer - Goodwin Avenue . <br /> Staff report indicated that work and expenditures , in addition <br /> P xpenditures � n addl <br /> to that originally estimated , was required in connection with the <br /> relocation of a 15 " relief sewer at the intersection of Goodwin <br /> Avenue with San Francisco Water Department right of way . The <br /> work was required to be performed on extremely short notice and <br /> in close coordination with work being performed by the San Fran- <br /> cisco Water Department ' s contractor , Accordingly , ratification <br /> and approval was requested for extra work performed and expenditure <br /> of funds in the total amount of $3 , 220 . 15 , including payment for <br /> the extra work . <br /> Councilman Leipzig moved to ratify and approve payment for extra. <br /> work as requested , seconded by Councilman Rhodes and carried . <br /> (MINUTE ORDER #72 -134 ) <br /> REPORT OF BID OPENING , Non-Premium Type Gasoline for the period July 1 , <br /> 1972 , through June 30 , 1973 . ( Estimated requirements -- 149 , 000 <br /> gallons . ) Three bids were received on the readvertised bid pro - <br /> posal for non-premium type gasoline . Staff recommended award of <br /> contract to the low bidder , Texaco , Inc . , at : 0 . 185 per gallon . <br /> 7-10 -72 <br /> Reg . Mtg , <br />
