He suggested that these could be taken home by interested residents of Redwood Shores for perusal , and through their attorney respond at a later time with a written statement . He invited Mr . McFadden to comment briefly . Wayne McFadden, attorney for Redwood Shores Homeowners ' Association , referred to his previous appearance before Council at which he stated it was felt there was a serious problem and that a complete change in financial plan was necessary for the success of the development . He stated he would send Council a written reply . Mayor Keckley urged Mr . McFadden to discuss the report with the Homeowners and to prepare written comments for submittal to Council at a later time , He advised that Council would be taking no action at this meeting other than to accept the report . Mr . McFadden noted that many residents of Redwood Shores were present , and requested time to review the Manager ' s report . He then proceeded with his rebuttal to various points in the report . He assured Council that a written reply would be forthcoming . Councilman Norris advised that he had prepared a report on the subject of GID 1 -64 , copies of which were then distributed to Council . Councilman Norris moved that the City Council , as Board of Directors of the District 1 -64 , direct the Staff to investigate alternate financial plans that benefit the developer , homeowner , and bond holders , and insure the stability of the District ; while calling for a greater shift of financial responsibility from present and future homeowners to the developer , seconded by Councilman Henderson . Councilman Henderson indicated that her second to the motion was based on her seeing this as simply asking Staff to do what Staff is already doing . Motion carried . (M, O . 72 - 133 ) Councilman Weymouth pointed out that normally matters of this type are directed to Council prior to coming to the meeting . He also noted that in comments by Mr . McFadden there was no mention of the fact that part of the reason that the present situation existed was due to the twelve -month long moratorium imposed by FHA , which had not been anticipated in the feasibility report . 7 -10 -72 Reg .
