<br /> Councilman Keckley moved to introduce Ordinance of the City of Redwood City
<br /> approving the annexation to the City of Redwood City of certain uninhabited
<br /> territory designated "ATHERWOOD ANNEXATION NO . 2 " and herein described ,
<br /> and herein annexing said territory to said City of Redwood City , seconded
<br /> by Councilman Henderson , It was noted by Councilman Henderson that the
<br /> protest by Mr . Eichorn had been considered not only by Council , but by
<br /> Local Agency Formation Commission , and that LAFC had clearly stated the
<br /> annexation should include both parcels . Motion carried ,
<br /> PUBLIC HEARING , Abatement of Nuisance , 3500 Highland Avenue , declared open and
<br /> affidavit of posting ordered filed ,
<br /> Mr . Gyselbrecht , Chief. Building Official , was sworn in by the City Clerk ,
<br /> then presented his detailed report of findings relative to abandoned ,
<br /> vandalized dwelling , 3500 Highland Avenue , Redwood City , Assessor ' s No ,
<br /> 058 -316-160 , He stated that the Building Department ' s complete , original
<br /> report , with photographs , had been filed with the City Clerk , The photo-
<br /> graphs were then passed to Council for their viewing , The report related
<br /> circumstances beginning in October , 1971 , which led to Building Department
<br /> investigation of the building and their unsuccessful efforts to contact
<br /> owners of record , who had evidently abandoned the premises , along with
<br /> furnishings and personal belongings . The housing inspection report dated
<br /> November 15 , 1971 , cited a number of violations of the Uniform Building
<br /> Code ( Ordinance No . 1381 ) , relating to illegal conversions and additions ,
<br /> structural hazards , unsanitary and otherwise hazardous conditions , as well
<br /> as violation of Zoning Ordinance with respect to required parking spaces .
<br /> "Notice to Abate Nuisance " was posted on January 7 , 1972 which set City
<br /> Council public hearing for January 24 , 1972 , and the City carpenter
<br /> directed to board up the premises to prevent further entry by vandals .
<br /> Subsequent to the posting , Mr . E . S . Washburn , counsel for Great Western
<br /> Savings and Loan Association , acknowledged receipt of the Department ' s
<br /> correspondence of December 17 , 1971 and advised the Department that debris
<br /> and litter inside and outside the dwelling would be removed . This was
<br /> accomplished on January 17 , 1972 , and the building resecured to prevent
<br /> entry . Mr . Washburn also had advised that Great Western had filed "Notice
<br /> of Default " and could not assume responsibilities of ownership until
<br /> foreclosure proceedings were final , which it was estimated would be resolved
<br /> approximately 90 days from November 30 , 1971 , after which his company ,
<br /> anticipating assignment of ownership , would determine final rehabilitation
<br /> or demolition of the dwelling , It was estimated rehabilitation would cost
<br /> approximately $ 6 , 000 , and City abatement by demolition and clearing the
<br /> property would cost approximately $1 , 200 . Department recommended abatement
